Tavèrnoles restructures the deputy mayoralties and delegates powers

The Town Council of Tavèrnoles has restructured the deputy mayoralties and distributed the delegations of powers among the councilors of the municipal government, following the resignation of councilor Francesc Gibert Genís. The agreement, signed by the mayor Pep de la Mora Costas on 23 July 2026, is published in the Official Gazette of the Province of Barcelona (BOPB) of 30 July 2026 with the official reference CVE 202610125826.

The municipal organization file falls within the framework of the local elections of 28 May 2023 and the taking of office of councilor Cristina Terraza Rovira, who has filled the vacancy opened by the resignation of Francesc Gibert Genís. With the incorporation of the new councilor, the mayor’s office has taken advantage of the changeover to redistribute the management areas and define the government structure for the remainder of the term, with the following appointments and delegations, which the notice publishes so that residents and administrations are informed.

New deputy mayoralties

The document establishes two representative positions within the municipal organization:

  • Lídia Garriga Artigas, first deputy mayor.
  • Elisabet Buson Rovira, second deputy mayor.

Delegations by government areas

The delegations are distributed among four councilors, who assume the powers to inform, issue reports, inspect, control, promote and drive the activities included in the assigned areas:

  • M. Carme Sanz Penon: public health and social welfare.
  • Cristina Terraza Rovira: environment, rural environment and natural spaces.
  • Elisabet Buson Rovira: youth, communication and finance.
  • Lídia Garriga Artigas: tourism and culture.

The scope of the delegations

The delegations are of a special nature, in accordance with article 43.5.b) of the Regulations on the Organization, Operation and Legal Regime of Local Entities. This means that the delegated powers are strictly limited to the indicated matters and that, in no case, do they include the power to resolve through administrative acts affecting third parties, a competence reserved to the mayor or the plenary when mandatory. The councilors therefore act in the ordinary management of each area, while decisions with external effects continue to correspond to the higher bodies of the municipal government.

The restructuring represents a relevant change in the organization of the government of Tavèrnoles: the new councilor joins the government team with the area of environment, rural environment and natural spaces, while Lídia Garriga Artigas and Elisabet Buson Rovira consolidate their role as deputy mayors and assume, respectively, tourism and culture and the areas of youth, communication and finance. Publication in the official gazette guarantees the transparency of the process and allows citizens to know which councilor manages each area and who is responsible for representing the municipality.
