Tarragona expands to fourteen nursery school teacher positions due to a resignation
Por FactBox Admin

The Tarragona City Council has increased from thirteen to fourteen the positions announced in the selection process for nursery school educators, following the resignation of the candidate who had been proposed to fill one of them. The modification of the call and the rules was approved by the Deputy Mayor and Councilor for Finance, Internal Services, and Technology via a resolution dated September 28, 2026, published in the Official Gazette of the Province of Tarragona on October 19, 2026 (reference CVE 2026-09402, pp. 1-12).
A resulting vacancy that adds one position
The original call was approved on May 4, 2026, with a subsequent rectification on May 8, 2026, for the provision, as career civil servant personnel and through a free competitive examination system, of thirteen educator positions classified in the special administration scale, special services subscale, special assignments class, group C subgroup C1. The announcement was published in the BOP of Tarragona on May 20, 2026, in the BOE no. 128 on May 26, 2026, and in the DOGC no. 9675 on May 29, 2026.
On April 9, 2026, the qualifying tribunal of a previous process —that of sixteen positions, announced by resolution on April 3, 2025, with modifications on May 19 and June 12, 2025— proposed Esther Chivelli Bada to occupy one of the positions. The candidate submitted a resignation, meaning that position number 1755 became vacant, and the City Council has incorporated this vacancy into the current call.
The fourteen announced positions are as follows:
- 1061, 1075, 1138, 1752, 1754, 1755, 1756, 1758, 1759, 1760, 1761, 1762, 1763, and 13086.
- They correspond to the public employment offers of the years 2022 and 2024.
- The call also includes one additional position to cover a future vacancy, charged to the offers of the following two years.
Requirements and structure of the process
The consolidated text of the specific rules, spanning twelve pages, requires a higher technician degree in early childhood education or equivalent, a teaching degree with specialization in early childhood education, a university degree in early childhood education, or the double degree in Early Childhood Education and Primary Education. A C1 proficiency level certificate in Catalan is also required and, for persons without Spanish nationality, a C1 level certificate in Spanish.
The process combines an examination phase and a merit phase:
- First exercise: Catalan language test (pass or fail) and, only for non-exempt foreign applicants, a Spanish test.
- Second exercise: Questionnaire of 20 questions, maximum 10 points, with a minimum of 5 to pass.
- Third exercise: Two-hour practical case study, maximum 20 points, with a minimum of 10.
- Competition phase: Up to 20 non-eliminatory points, divided between seniority (10), training (6), qualifications (2), Catalan (1), and ACTIC office automation (1).
The qualifying tribunal is presided over by the head of the Personnel service and includes a technical person proposed by the Escola d’Administració Pública de Catalunya, three technical persons from the field, and the head of the selective processes department as secretary. The duties of the position include implementing and evaluating early childhood education programs, maintaining periodic relationships with families, and addressing diversity.
Deadlines, fees, and appeals
The deadline for submitting applications is 20 business days from the day after the last publication of the call in the DOGC or the BOE, and applications should preferably be submitted online via tramits.tarragona.cat, using an electronic signature or idCAT Mòbil. The exam fee is 22 euros, with a zero fee for unemployed persons and persons with a disability equal to or greater than 33%.
Against the resolution, which ends the administrative route, an appeal for reversal may be filed before the mayor within one month, or a contentious-administrative appeal may be filed before the contentious-administrative section of the Tribunal d’Instància de Tarragona within two months. The document is signed by the head of the personnel service, Jordi Olivan Arques, and bears the file number 2026/4-G510.
The decision directly affects the candidates already preparing for this process and the families using municipal nurseries, who will see the staff of educators reinforced with one more position. The expansion also opens the door to an additional position on the waiting list for appointment for those who pass the process without obtaining one.
