Tarifa appoints Rafael Meléndez Manso as sub-inspector of the Local Police

The Tarifa City Council has appointed Rafael Meléndez Manso as sub-inspector of the Local Police Force, a key command position for the municipality’s public safety. The decision, adopted by the mayor through Decree 2026/1648, dated May 14, 2026, is published in the Official Gazette of the Province of Cádiz number 177, dated September 14, 2026, under reference No. 285.383.

The appointment is made as a career civil servant, which definitively consolidates the appointee within the municipal staff after passing the corresponding selection process.

A command position in the special services scale

The sub-inspector position belongs to Group A, Subgroup A2, within the Special Administration scale, Special Services sub-scale, category of Sub-inspector of the Local Police Force. This is one of the intermediate command levels of the force, situated above officers and below the inspector, with functions of direction and coordination of agents in daily service.

The decree orders that the resolution be forwarded to the interested parties, the Personnel Department, the Comptroller’s Office, and the Local Police Headquarters, for the appropriate purposes.

Assumption of office and legal framework

To acquire the status of civil servant, Rafael Meléndez Manso must take office within one month, in accordance with the provisions of Article 62 d) of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of Public Employees. The period is calculated from the day following the receipt of the notification of the resolution.

Additionally, the decree provides for:

• The publication of the resolution in the Official Gazette of the Province and on the notice board of the electronic headquarters and official website of the Tarifa City Council.
• Reporting the resolution to the Plenary Council at the first session it holds.

Signature and processing

The resolution is signed by the mayor, José Antonio Santos Perea, and by the acting general secretary, Francisco Javier Ochoa Caro, and is made public for general knowledge in Tarifa on the date indicated in the electronic signature.

The appointment reinforces the command structure of the Tarifa Local Police, a municipality with significant tourist and border activity, and ensures the coverage of an essential management position for the organization and effectiveness of the public safety service.
