The City Council of Tarazona de la Mancha has finalized the credit modification file no. 7/2026, in the form of a credit supplement, for a total amount of 160,500.00 euros financed from the liquid Treasury surplus for general expenses. The plenary agreement of July 30, 2026, became automatically final as no allegations were presented during the public exhibition period opened in the Official Gazette of the Province of Albacete no. 94, dated August 14, 2026. The official announcement is now published in the Official Gazette of the Province of Albacete no. 109, dated September 18, 2026, page 29, with reference 23,438.
A supplement with two specific destinations
The approved modification increases the expenditure applications of the current budget in two distinct items, both linked to investment and outsourced services:
- 150,000.00 euros in application 1532/609, under the concept “Other new investments in infrastructure and assets intended for general use.”
- 10,500.00 euros in application 23101/22799, destined for “Work carried out by other companies and professionals.”
- Total of the file: 160,500.00 euros.
The file is processed in accordance with article 169.1, by referral of 177.2, of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, a regulation that requires the publication of the summary by chapters as a prerequisite for the modification to enter into force.
Financing with liquid Treasury surplus
The supplement is not covered by new income or by reductions in other items, but by the liquid Treasury surplus resulting from the settlement of the previous financial year. The entry as income is recorded in a single application:
- Chapter 8, article 87, concept 87000: “Treasury Surplus for general expenses,” 160,500.00 euros.
- Total income: 160,500.00 euros.
In this way, the operation remains balanced between the expenditure and income statements, without recourse to debt or long-term credit operations.
From initial approval to the finality of the agreement
The Plenary of the City Council of Tarazona de la Mancha, in an ordinary session held on July 30, 2026, initially approved the credit supplement file no. 7/2026. The announcement of the initial approval was inserted in the Official Gazette of the Province of Albacete no. 94, dated August 14, 2026, opening a fifteen-day public exhibition period for interested parties to examine the file and submit claims. After this period elapsed without allegations, the agreement was considered definitively approved, as recorded in the announcement signed in Tarazona de La Mancha on September 9, 2026, by the mayor, Miguel Zamora Saiz.
On the same date and in the same gazette, the City Council of Tarazona de la Mancha also publishes the final approval of the credit modification file no. 8/2026, in this case under the modality of extraordinary credits and for an amount of 3,616.73 euros for “Parks and gardens. Temporary labor,” with reference 23.439 and page 30. Both files share the same plenary origin and the same source of financing.
Appeals and effects on the budget
Against the final agreement, interested parties may directly file a contentious-administrative appeal in accordance with Article 171 of Royal Legislative Decree 2/2004, of March 5, in the form and within the time limits established in Articles 25 to 42 of Law 29/1998, of July 13, regulating said jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the contested act, as specified in the announcement itself.
The publication of this supplement closes the processing of one of the credit modifications approved by the Plenary on July 30 and enables the City Council of Tarazona de la Mancha to dispose of an additional 160,500 euros for infrastructure investments and for the contracting of work with companies and professionals, without increasing its debt level and charged to the savings accumulated in the municipal Treasury.
