Talsi Municipality Council determines the procedure for applying real estate tax in the municipality
Por FactBox Admin

Talsi Municipality Council has adopted binding regulations No. 21 “On the Application of Real Estate Tax in Talsi Municipality”. The publication of this act in the official gazette “Latvijas Vēstnesis” appeared on October 21, 2026, in issue No. 203, with the official reference OP 2026/203, in the “Municipalities” section as the 3rd numbered publication. This document establishes the procedure for the application of real estate tax within the municipality’s territory at the municipal level.
Municipal Regulatory Act and Its Place in the System
Binding regulations are a regulatory act issued by the municipal council, which enters into force after publication in the official gazette. Publication OP 2026/203 is the official notice of the act’s adoption, and it is precisely through this that the regulation becomes binding for the addressees in the municipality.
Real estate tax is one of the sources of municipal budget revenue; therefore, the application procedure is both a fiscal and administrative matter: it determines how tax calculations reach property owners and how the municipality plans its revenues.
Talsi Municipality Council’s Autumn Series of Binding Regulations
Regulations No. 21 are part of a series of Talsi Municipality Council acts published this autumn:
- No. 16 “Binding Regulations for the Maintenance of Territories and Buildings” — OP 2026/187, September 29, 2026;
- No. 17 — amendments to the binding regulations No. 2 “On the 2026 Budget of Talsi Municipality” dated February 16, 2026 — OP 2026/167, September 1, 2026;
- No. 19 — amendments to the binding regulations No. 14 dated July 30, 2026, regarding the local plan for the real estate “K. Valdemāra iela 58” (cadastral No. 88010100010) — OP 2026/181, September 21, 2026;
- No. 20 “Mērsrags Port Regulations” — OP 2026/187, September 29, 2026.
Budget amendments and tax application regulations were published on different dates, but both documents relate to the same municipal revenues and expenditures.
Tax Relief as Parallel Regulation Elsewhere
Other municipalities have published separate acts this autumn regarding relief for real estate tax payers, which indicates a uniform practice of regulating tax issues at the municipal level:
- Cēsis Municipality Council — amendment to the binding regulations No. 19 of July 18, 2024 “On the Application of Relief for Real Estate Taxpayers in Cēsis Municipality”, binding regulations No. 13 — OP 2026/193, October 7, 2026;
- Liepāja City Council — binding regulations on the granting of real estate tax relief in the Liepāja state city municipality, regulations No. 17 — OP 2026/189, October 1, 2026;
- Ludza Municipality Council — amendments to the binding regulations No. 21/2022 of March 31, 2022 “On Real Estate Tax Relief in Ludza Municipality”, regulations No. 17/2026 — OP 2026/200, October 16, 2026.
What this means for property owners
The Talsi Municipality Council, with regulations No. 21, determines the tax application procedure throughout the municipality’s territory; therefore, the addressees are all owners of real estate registered in the municipality — both private individuals and companies. The practical impact is twofold: for owners, it means a clear calculation and payment procedure, while for the municipality, it means a predictable revenue base for the execution of the 2026 budget.
Since the act was published in the official publication, it is available in full and is binding from the moment of publication in the prescribed manner. Residents who wish to verify their payment calculation or the application of relief should contact the Talsi Municipality Council, referring to the specific publication OP 2026/203.
