Talayuela challenges its removal from the Campo Arañuelo Association of Municipalities in court

The Administrative Litigation Court No. 2 of Cáceres has summoned potential interested parties in the administrative appeal filed by the Most Excellent City Council of Talayuela regarding its voluntary withdrawal from the Mancomunidad Integral de Municipios de Campo Arañuelo (Integrated Association of Municipalities of Campo Arañuelo). The announcement is published in the Official Gazette of the Province of Cáceres (BOP) No. 0180, corresponding to Monday, September 21, 2026, within Section I - Local Administration, and grants a period of nine days to appear before the court.

The summons is signed by the president of the association, Eugenio Trebejos Gutiérrez, in Majadas on September 18, 2026, and is issued “in compliance with the request made by the Administrative Litigation Court No. 2 of Cáceres” in ORDINARY PROCEDURE 0000171 / 2026. The text specifies that the appeal was filed “at the request of the Most Excellent City Council of Talayuela” and that its purpose is the voluntary withdrawal from the associated entity.

The publication is based on Article 49 of the Law Regulating Administrative Litigation Jurisdiction (Law 29/1998, of July 13), which requires the summoning of all those who appear as interested parties in the procedure so that they may appear if it is in their legal interest.

Deadline, body, and effects of appearance

• Deadline: nine days starting from the day following the publication of the announcement.
• Body before which to appear: Administrative Litigation Court No. 2 of Cáceres.
• Procedure: ORDINARY PROCEDURE 0000171 / 2026.
• Appearing after the deadline: the interested party will be considered a party only for the proceedings that have not yet expired.

The association, active in the same gazette

The Mancomunidad Integral de Municipios Campo Arañuelo signs two other publications in the same issue of the BOP, both dated in Majadas on September 18, 2026, and accessible through its electronic office (https://campoaranuelo.sedelectronica.es):

• Initial approval of the General Budget, the Execution Bases, and the personnel staffing for the 2026 fiscal year, agreed upon by the Assembly in an ordinary session on September 17, 2026, with fifteen days of public exhibition (CVE BOP-2026-4384, p. 21692).
• Public exhibition of the General Account for the 2025 fiscal year, reported by the Special Accounts Commission, for fifteen days plus eight to submit claims (CVE BOP-2026-4385, p. 21693).

Talayuela and its institutional environment

The Talayuela City Council appears in the BOP with Roberto Baños Martín as the mayor signing its announcements. In the issue dated September 18, 2026, the council communicated the final approval of its Municipal Action Plan against the Risk of Forest Fires, agreed upon in the ordinary session of August 31, 2026 (CVE BOP-2026-4369, page 21601).

The municipality is part of the influence area of the association of municipalities (mancomunidad), whose headquarters are located in Majadas and which, in this same bulletin, closes the 2025 budget cycle and opens that of 2026. The coincidence of dates shows that the entity maintains its ordinary activity while the litigation regarding the composition of its members is being processed.

The summons opens the door for administrations, entities, and individuals with a legitimate interest to join the proceedings before the court issues a ruling. For the residents of Talayuela and the rest of the municipalities of Campo Arañuelo, the outcome will determine whether the city council remains in the association or not and, consequently, which joint services it will continue to provide and how their costs will be distributed.
