Talavera suspends urban planning licenses for biogas plants

The City Council of Talavera de la Reina has agreed to suspend the granting of integrated urban planning licenses for new construction and activity for the implementation of biogas production industries within the municipal district. The decision was adopted by the Plenary of the corporation in an ordinary session held on September 4, 2026, and was published in the Official Gazette of Castilla-La Mancha on September 10, 2026.

The measure, detailed in agreement PLN.2026.14.14, is adopted in order to facilitate the innovation of the current urban planning regarding the implementation of biogas production plants using organic waste from various sources.

Regulatory Framework

The suspension is supported by Article 130.1 of the Planning Regulations of the LOTAU, approved by Decree 248/2004, of September 14, which develops the Law 2/1998, of June 4, on Territorial Planning and Urban Activity of Castilla-La Mancha. The announcement is processed as public information in accordance with the provisions of said article.

The agreement was signed on September 7, 2026, by the mayor, José Julián Gregorio López, and is published in the Local Administration announcements section of the regional bulletin.

Deadlines and Effects of the Suspension

The suspension of the granting of licenses will have a maximum duration of one year, with the following particularities:

• If, during that period, the public information process for the planning modification is convened, its effects will be maintained for the areas whose new determinations involve innovation of the urban planning.
• The effects will definitively expire after a maximum of two years from the suspension agreement, in accordance with paragraphs 3 and 4 of the aforementioned article.

Publication and Notification

The agreement also provides for its publication in the Official Gazette of Castilla-La Mancha and in one of the most widely circulated newspapers in the province, as well as the notification of the agreement to all parties interested in the file.

The suspension directly affects local biogas energy projects, an expanding sector that utilizes organic waste for renewable energy generation. While the municipality redefines its urban planning, developers interested in installing these types of plants must wait for the new regulation to be finalized, which conditions investment planning within the municipal district of Talavera de la Reina.
