TAC DOTZE will take over the technical management and equipment of Espluga FM Ràdio

The Board of Directors of the local public business entity TAC DOTZE approved, in a session on September 25, 2026, the management assignment for the performance of activities of a material or technical nature between the City Council of l’Espluga de Francolí and the entity. The agreement was made public in the Official Gazette of the Province of Tarragona on October 7, 2026, with the CVE reference 2026-09024 and announcement 364825 (pp. 1-5), together with the full text of the agreement.

The agreement is framed within Article 11 of Law 40/2015, of October 1, on the legal regime of the public sector, and Article 10 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia. The document was signed by the mayor of l’Espluga de Francolí, Josep M. Vidal Minguella, and the president of TAC DOTZE, Sandra Ramos García, and was validated by the delegated secretary Irene Elena Torralba Ramírez (TCAT) on September 28, 2026.

An assignment without transfer of competencies

The purpose of the agreement is to entrust TAC DOTZE with all activities of a material, technical, or service nature necessary to provide specialized technical support in content production. The objective is to maintain a public service programming based on daily news reports via FM, daily collaborations with the Network, and an informative presence on the medium’s own networks.

The text emphasizes that the agreement does not entail any transfer of the ownership of the competency nor of the elements of its exercise, and that it respects the limitations set by the Audiovisual Council of Catalonia in the document The limits of the direct management of the provision of the local digital terrestrial television public service, approved by Agreement 35/2008, of March 18. The collaboration is qualified as technical inter-administrative, without a contractual nature.

Compensation of 34,800 euros per year and three years of validity

The funding of the assignment is the responsibility of the City Council of l’Espluga de Francolí, which must pay TAC DOTZE an economic compensation of 34,800 euros per year. Payment will be made quarterly during the first month of each quarter, in the amount of 8,700 euros.

• Validity: three years from the date of signature.
• Termination: possible by either party with a minimum notice of six months.
• Causes for termination: notice by either party, breach of clauses, or mutual agreement.
• Monitoring: a supervisory commission with one member appointed by each party.

Technical support from TAC12 and municipal control

TAC DOTZE will manage the necessary technical operations and ensure that a professional from the TAC12 content production structure travels to the station’s facilities several days a week, with a maximum of four trips per week. The City Council will make its facilities and equipment available when necessary.

The Board of Directors of Espluga FM Ràdio will maintain ownership of the competencies, issue the supporting legal acts and resolutions, decide the daily grid and the programming configuration independently, and preserve its organizational independence.

The municipal station is owned by the City Council of l’Espluga de Francolí and can broadcast on 107.4 FM with authorization from the Secretary of State for the Information Society and the Digital Agenda, filed under reference T-1800175. TAC DOTZE is the entity through which the Consortium for the management of DTT in Camp de Tarragona —constituted on June 12, 2008, by the municipalities of Constantí, Montblanc, Salou, Tarragona, Torredembarra, Valls, and Vila-seca— carries out the direct management of the audiovisual public service of the district; the entity was constituted on December 9, 2009, and l’Espluga de Francolí joined on February 13, 2018.

The agreement guarantees the continuity of the municipal radio despite the station not having sufficient technical means, and ensures the daily production of local news content under municipal control and ownership.
