The City Council of Tàrrega has approved the call for grants for the rehabilitation and improvement of empty or unoccupied dwellings intended for the municipality’s affordable rental pool, with a maximum allocation of 120,000 euros. The call was approved by Mayoral Resolution no. 2026/1054, dated September 7, 2026, and was published in the Official Gazette of the Province of Lleida no. 179, dated September 18, 2026 (CVE BOP-2026_0_179_7720). The deadline for submitting applications ends on November 22, 2026.

The publication is made as an extract from the National Grants Database (BDNS), with call code 929132 and reference 001/2026/7805/I247, in compliance with articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Grants. The stated objective is to incentivize private owners who make up the unoccupied stock to stimulate the affordable rental market. Amounts and Granting Regime

The grants are awarded under a non-competitive public competition regime, as provided for in article 22.1 of Law 38/2003, and will be granted in order of receipt of the files with complete documentation until the available credit is exhausted.

  • Maximum allocation: 120,000.00 euros, charged to budget application 05/15200/7800034 for the 2026 fiscal year.
  • Amount per dwelling: up to 100% of the cost of the action, with a maximum of 15,000.00 euros.
  • The granting is subject to the existence of adequate and sufficient credit, and credits may be increased if there is budget availability prior to the resolution.

Who can apply

Those who can apply for the grant are persons who prove the requirements of the third point of the general regulatory guidelines:

  • Natural or legal persons who are owners or usufructuaries, with a title of ownership or any other right that allows them to carry out actions on residential dwellings located in Tàrrega.
  • Persons or entities promoting protected rehabilitation actions.
  • Tenants or users of the dwellings, when they are authorized to carry out interior works, in subrogation or on behalf of the property with the pertinent authorization.

The property must be registered in the mediation program of the City Council’s Housing Pool and maintain the registration for a minimum period of 7 years from the favorable granting resolution, a fact that will be verified annually. It is also necessary to comply with the obligations of article 13 of Law 38/2003 and articles 10 and 11 of the municipal grant regulatory ordinance.

Eligible works and deadlines

Expenses for actions authorized by prior notification of works or municipal license are eligible for subsidies:

  • Works to obtain the certificate of occupancy.
  • Works for the adaptation of installations and improvement of habitability.
  • Housing conservation and improvement works.
  • Energy and sustainability improvements.
  • Drafting and processing of the certificate of occupancy and the energy efficiency certificate.

The execution period comprises the expenses incurred and paid between January 1, 2026, and June 30, 2027. Applications are to be submitted to the General Registry of the Citizen Service Office of the Tàrrega City Council or through any of the channels provided for in current legislation. The justification must be submitted within a maximum of 8 months from the day after the notification of the granting resolution, with a possible extension according to article 70 of RD 887/2006, and payment will be made within a maximum of 3 months from the approval of the justification’s conformity.

The call is signed by the mayor, Rosa Maria Perelló Escoda, and mobilizes municipal resources to bring apartments that are currently closed to the market. For owners in Tàrrega with unoccupied homes, it is a way to finance conditioning works and, at the same time, for tenants, a measure that can expand the supply of affordable rentals in the municipality.
