Por FactBox Admin

The Telecommunications Superintendency (SUTEL) granted the company 3-102-962503 S.R.L., legal entity number 3-102-962503, an enabling title to provide telecommunications services in the canton of Coto Brus, province of Puntarenas. The decision is contained in resolution RCS-217-2026, an extract of which was published in the Official Gazette La Gaceta No. 166 on Thursday, September 3, 2026.

The notice, signed in San José on September 1, 2026, by Luis Alberto Cascante Alvarado, Secretary of the SUTEL Council, is published in compliance with Article 42 of the Regulations to Law 8642, within file T0325-STT-AUT-01115-2026.

Scope of the enabling title

The title authorizes the company to operate data transfer services in the form of internet access, through wired and wireless networks. The validity is ten years from the notification of the resolution, and the operator must comply with the conditions set forth in resolution RCS-217-2026.

The essential terms of the grant are:

  • Authorized services: data transfer in the form of internet access, via wired and wireless networks.
  • Validity period: ten years from the notification of the resolution.
  • Geographic area: canton of Coto Brus, province of Puntarenas.
  • Conditions: subject to the provisions of resolution RCS-217-2026.

Impact on rural connectivity

The canton of Coto Brus, located in the southern zone of Puntarenas, is a predominantly rural region where expanding the internet access offer constitutes a relevant step toward reducing the digital divide. The authorization of a new data transfer operator seeks to expand connectivity options for homes, businesses, and institutions in the area.

The publication of the extract in the official bulletin provides public notice of the administrative act and allows interested parties to know the conditions under which the company may operate in the authorized territory.

Regulatory framework

The grant is framed within Law 8642, which regulates the provision of telecommunications services in Costa Rica, and its regulations, which establish the requirements and procedures for obtaining enabling titles. SUTEL, as the regulatory body of the sector, is the competent authority to grant these authorizations and supervise their compliance.

With this resolution, the company 3-102-962503 S.R.L. is enabled to operate legally in the canton of Coto Brus, joining the offer of connectivity services in an area that has historically shown lower levels of coverage than the urban areas of the country.
