SUTEL otorga a Enterprise Wireless título para internet inalámbrico nacional

The Superintendency of Telecommunications (SUTEL) granted an enabling title to Enterprise Wireless Solutions S.R.L. to provide data transfer and internet access services via wireless networks throughout the national territory for a term of ten years. The extract of Resolution RCS-260-2026 was published in La Gaceta No. 201 on Friday, October 23, 2026, under case file E0165-STT-AUT-02412-2015.

The content of the enabling title

The official notice, signed in San José on October 16, 2026, by Luis Alberto Cascante Alvarado, Secretary of the Council, summarizes the four central points of the administrative act:

  • Authorized services: data transfer and internet access using wireless networks.
  • Validity period: ten years starting from the notification of the resolution.
  • Geographic area: national, without cantonal or regional limitation.
  • Conditions: the company must comply with the provisions of Resolution RCS-260-2026.

The beneficiary company is identified with legal entity number 3-102-706013, and the publication is supported by Article 42 of the Regulations to Law No. 8642, a norm that mandates the disclosure of an extract of resolutions granting enabling titles. The notice appears with the official reference IN202601134374.

A process that began with an edict

The authorization did not arise automatically: on September 14, 2026, in La Gaceta No. 173, SUTEL published an edict stating that, in accordance with case file E0165-STT-AUT-02412-2015, the application from Enterprise Wireless Solutions S.R.L. to provide data transfer via point-to-point wireless links and internet access through its own wireless networks at a national level had been admitted.

That edict, signed on June 22, 2026, by Federico Chacón Loaiza, Acting President of the Council, opened a period of ten business days for interested parties to appear before SUTEL and present objections, pursuant to Article 39 of the Regulations to the General Telecommunications Law, Executive Decree No. 34765-MINAET. Once that stage was concluded, the Council resolved and ordered the publication of the extract that now confirms the granting.

Signal of market activity

The publication adds to other recent movements by the regulator on the same matter. On September 3, 2026, La Gaceta disclosed the extract of Resolution RCS-217-2026, which granted a ten-year enabling title to a limited liability company for internet access via wired and wireless networks, although with coverage restricted to the canton of Coto Brus, in Puntarenas.

The contrast between both cases is relevant: while the former permit was limited to one canton, that of Enterprise Wireless Solutions S.R.L. covers the entire country. SUTEL also maintains an open public consultation regarding the proposed modification of the requirements for processing authorizations for network operation and the provision of telecommunications services, as well as the guidelines for declaring essential infrastructure, which anticipates adjustments in the sector’s rules.

What it implies for users

The entry of one more operator with national coverage expands the offer of wireless connectivity and pressures established competitors in a market where internet access is a regulated public service. The title, however, does not by itself establish investment commitments or coverage goals: it subjects the company to the conditions of Resolution RCS-260-2026, the full text of which can be consulted in file E0165-STT-AUT-02412-2015 at the SUTEL offices in Oficentro Multipark, Escazú. For users, the practical consequence will depend on when the company begins commercial operations and the tariffs it registers with the authority.
