Surco readjusts cleaning and security fees based on price index
Por FactBox Admin

The Municipality of Santiago de Surco has arranged the readjustment of its municipal service fees (arbitrios) costs and rates for the 2027 fiscal year based on the Consumer Price Index. The decision is detailed in Ordinance No. 755-MSS, published along with Agreement No. 256 in the Special Supplement of the official newspaper El Peruano on Monday, October 26, 2026, edition No. 19598.
The adjustment is presented as an inflation update of the amounts already approved for the 2026 fiscal year, rather than a new rate structure. According to the edition’s summary, the regulation applies to the costs and rates of three service blocks:
- Public cleaning, which includes solid waste collection and street sweeping.
- Public parks and gardens.
- Municipal security (Serenazgo).
The basis of the calculation
The text stated in the summary specifies that the readjustment is applied “with the Consumer Price Index” to the costs and rates of the municipal fees approved for the 2026 fiscal year. In other words, the reference is the district’s current fee schedule, corrected by price variation, and not a new tax regime.
The ordinance is published accompanied by Agreement No. 256, which the summary lists alongside the regulation in the same block and under the same Special Supplement reference.
The legal framework of the publication
The dissemination is supported by Article 40 of Law No. 27972, the Organic Law of Municipalities, which regulates the publication of ordinances ratified by the Metropolitan Municipality of Lima and the Provincial Municipality of Callao, as well as the technical reports that support the municipal fees for the following year.
In the same edition, the Official Publications Management of El Peruano reminded entities of this procedure through a communiqué regarding 2027 municipal fees. The notice sets conditions and deadlines:
- Requests are submitted only through the Customer Service Management Portal, as a Special Supplement and in two files.
- The main file must include the cover page, the ratification agreement, the tax ordinance, and technical reports, in that order.
- The backup PDF must be identical to the editable file and include the proof of submission of the ratification agreement.
- Requests received by December 14, 2026, will be published on the date requested by the entity; those from December 15 onwards will be published within that month according to the newspaper’s schedule.
- Only requests for municipal fees without provincial ratification and of up to 15 pages are published in the Legal Norms booklet.
Background in the district
The regulation arrives as Surco closes its tax campaign for the current year. The district maintains the “Tus Tributos con Descuento” (Your Taxes with a Discount) incentive regime of Ordinance No. 753-MSS and the extraordinary early payment benefit for unpaid 2026 service fee installments of Ordinance No. 756-MSS, both extended until October 30, 2026, by mayoral decrees No. 018-2026-MSS and No. 019-2026-MSS, signed by Mayor Roberto Hipólito Gómez Baca.
For the district’s residents, the effect is direct: the 2027 service fee bill will be calculated based on the 2026 rates adjusted for inflation, meaning the index variation is transferred to the amount properties pay for cleaning, green areas, and citizen security. The publication also marks the formal start of the 2027 service fee cycle in Surco, for which publication requests must be submitted by December 14 to be released on the date requested by the municipality.
