Surco prioritizes support for Santiago Apóstol Volunteer Firefighters No. 134

The District Council of Santiago de Surco unanimously approved Council Agreement No. 078-2026-ACSS, which urges the municipal administration to prioritize support for the “Santiago Apóstol No. 134” Volunteer Fire Department. The decision, adopted in an ordinary session on September 1, 2026, was published in the Official Gazette El Peruano on Monday, September 7, 2026, in the Legal Norms section, page 32.

The motion was presented by councilman Felipe Salazar Risci and approved unanimously by the members of the Council, waiving the procedure for the reading and approval of the minutes. The agreement is based on Articles 9 and 41 of the Organic Law of Municipalities (Law No. 27972), which empower the Council to adopt agreements on matters of public, neighborhood, or institutional interest, and frames the exhortation within the National Disaster Risk Management System.

Support for the work of volunteer firefighters

The agreement recognizes the role of the fire department in protecting the Surco community and considers it a priority for the municipal administration to channel support within its competencies. The “Santiago Apóstol No. 134” Volunteer Fire Department provides emergency services in the district, making its strengthening a matter of neighborhood interest.

The decision was adopted within the framework of the political, economic, and administrative autonomy that the Political Constitution of Peru recognizes for local governments in Article 194, which translates into the power to perform government, administrative, and management acts subject to the legal system.

Scope of the exhortation

The approved text urges the municipal administration to prioritize support for the fire department, without specifying amounts or specific budget lines, leaving the materialization of the support to the competencies and budget availability of the municipal executive. Areas that could be considered include:

• Management of resources and equipment for emergency response.
• Coordination with the National Disaster Risk Management System.
• Neighborhood dissemination and awareness regarding fire prevention and safety.

Publication and dissemination

Article Two of the agreement charges the General Secretariat with the publication of the provision in the Official Gazette El Peruano, on the institutional portal of the Municipality of Santiago de Surco (www.munisurco.gob.pe), and on the Single Platform of the Peruvian State (www.gob.pe). The document was signed by the Deputy Mayor in Charge of the Mayor’s Office, Eliana Elizabeth Toledo Reyes.

With this decision, the Council of Santiago de Surco reaffirms its commitment to citizen security and risk management, positioning volunteer firefighters as a key actor in the protection of the population. The measure sets a precedent for other communes to prioritize support for the fire companies within their jurisdictions.
