Sunedu opens public consultation on university ranking indicators

The National Superintendency of University Higher Education (Sunedu) has arranged for the publication of the “University Ranking Indicators included in the V Biennial Report on the University Reality in Peru” and its methodological sheets, with the objective of gathering contributions, observations, and comments from the university community and the general public. The measure is formalized through Board Resolution No. 0029-2026-SUNEDU-CD, dated September 9, 2026, published in the Official Gazette El Peruano on Thursday, September 10, 2026.
The decision is based on Agreement No. 001-019-2026, adopted in the Board session of May 27, 2026, which approved the schedule of activities leading up to the approval of the V biennial report. The deadline for interested parties to submit their contributions will be fifteen (15) business days, counted from the day following its publication on the Sunedu Institutional Portal.
Regulatory framework and background
The publication responds to the provisions of numeral 15.15 of article 15 of Law No. 30220, University Law, modified by Law No. 31520, which establishes as a function of Sunedu to publish a biennial report on the university reality of the country, which includes a university ranking regarding the number of indexed publications, among other indicators.
The process is supported by Report No. 00001-2026-SUNEDU-DS-DIRGRATU-UGIU-AACDLC, dated August 28, 2026, prepared by the University Information Management Unit (UGIU), and Memorandum No. 00657-2026-SUNEDU-DS-DIRGRATU, issued by the Directorate of Registration and Recognition of Degrees and Titles and University Information. The report accounts for the working groups held with specialists from institutions linked to the university higher education sector, from which methodological adjustments were made and proposals for indicators and bonuses were incorporated.
Methodological updates of the ranking
One of the main innovations is the inclusion of the total number of indexed publications differentiated by their citation level (citation deciles). According to the resolution, this distinction allows for the differentiation between entities whose performance appears similar when observing only the quantity of indexed publications, highlighting the performance of those whose publications are among the most cited and visible in the academic world.
The resolution was approved in Session No. 030-2026 of the Board of Directors, with the votes in favor of doctors Espinoza Santillán, Pereyra López, Paredes Díaz, Cárdenas Díaz, and Reyes Pareja; the vote against of doctor Velázquez Fernández; and the abstention of doctor Asencios Trujillo. The signature corresponds to the president of the Board of Directors, Vicente Paul Espinoza Santillán.
How to participate in the consultation
Contributions, observations, and comments may be sent to the University Information Management Unit (UGIU) through the following channels:
- In-person Filing Office: calle Aldabas 337, Santiago de Surco, province and department of Lima, from 08:00 to 16:30 hours.
- Virtual Filing Office of Sunedu.
- Email: rankinguniversitario@sunedu.gob.pe.
The UGIU will be responsible for receiving, processing, evaluating, and including, if applicable, the contributions received, in order to prepare the final text of the ranking. Likewise, the Communications Office will publish the resolution and the indicators with their methodological sheets on the Sunedu Institutional Portal (www.sunedu.gob.pe) on the same day of its publication in the Official Gazette El Peruano.
Impact for students and universities
The university ranking resulting from this process will define the position of Peruvian higher education institutions in the V Biennial Report on University Reality, a reference instrument for students, families, and the educational system as a whole. Citizen participation in this public consultation stage is key to ensuring that the final methodology transparently and rigorously reflects the quality of university higher education in Peru.
