Por FactBox Admin

SUMMA 112 has formalized contract SUMMA PA/SU/03/26 for the supply of Class C care ambulances intended for high-complexity transfers, for a total amount of 532,400 euros. The formalization was signed on October 15, 2026, and the BOCM published it in issue number 255 on October 26, 2026, via a resolution from the organism’s Management Directorate, which reports to the Ministry of Health of the Community of Madrid.
The resolution, dated October 16, 2026, orders the publication in the official bulletins and in the “contractor profile” of the Public Procurement Portal of the Community of Madrid. The file is processed by the Department of Supplies and Administrative Contracting of SUMMA 112, and the awarding entity is the Madrid Health Service. The tender announcement was published in BOCM number 174 on July 23, 2026, and in the contractor profile on July 15, 2026; the award was closed barely three months later, and the contract was signed in less than a month.
Open procedure and single lot
The contract was tendered through ordinary processing and an open procedure with a plurality of award criteria, without a framework agreement or dynamic acquisition system, and did not utilize innovative public procurement.
- Object: supply of Class C care ambulances for high-complexity transfers.
- Contract type: supplies.
- Lots: yes, single lot.
- CPV: 34114000-9, Special Vehicles.
- Destination: the Madrid Medical Emergency Service SUMMA 112.
Iturri, S. A., awarded for best economic offer
The sole awarded company is Iturri, S. A., which prevailed based on the “best economic offer” within a procedure with a plurality of criteria. The award was resolved on September 23, 2026, and the formalization of the contract took place on October 15, 2026, eleven days before the publication of the resolution in the bulletin.
The award amount coincides with the base tender budget, with no economic discount relative to the starting price:
- Net amount: 440,000.00 euros.
- VAT (21%): 92,400.00 euros.
- Total amount: 532,400.00 euros.
- Estimated contract value: 440,000.00 euros.
The resolution is signed by the Director-Manager of SUMMA 112, Pedro Muñoz Sahagún, and bears order number 45 within the announcements section of the Ministry of Health.
A supply contract within the ordinary activity of the organism
The contract is part of the habitual procurement activity of SUMMA 112, which in recent months has formalized other files of relatively lower value, such as the cleaning service for its Management’s headquarters. The purchase of care vehicles is processed via the supply route and with a single lot, which concentrates the award on a single provider and a single amount.
Class C ambulances are advanced life support and critical patient transport vehicles, the segment of highest technical complexity in urgent sanitary transport, and they replace or reinforce the fleet with which the service’s mobile units operate.
The formalization of this contract ensures the renewal of a resource directly linked to emergency care throughout the region. SUMMA 112 is the body that coordinates extra-hospital emergencies and urgencies in the Community of Madrid, with resources such as mobile ICUs, rapid intervention vehicles, home care units, and medical helicopters; therefore, the availability of high-complexity ambulances affects the entire care system and response times to emergencies.
