The Provincial Council has appointed a secretarial intervention in Sukarrieta

The Provincial Deputy for Public Administration and Institutional Relations of the Provincial Council of Bizkaia, Ager Izagirre Loroño, has appointed Beatriz Valle Cotrino as an interim official for the position of secretary-interventor of the Sukarrieta City Council. Provincial Order 5020/2026, signed on August 24, will take effect from August 28, 2026, until the position is legally filled. The resolution was published in the Official Gazette of Bizkaia (BOB) number 166, on September 1, 2026.
Background of the appointment
This is not the first time the position has been filled by an interim appointment. Indeed, through Provincial Order 1103/2025, dated February 11, 2025, Ramón Ángel Sorarrain Tolosa was appointed to the same position via a circumstantial commission appointment.
On August 19, a decree from the mayor of Sukarrieta was entered into the registry of the Department of Public Administration and Institutional Relations (number G88202602154070E), requesting the appointment of Beatriz Valle Cotrino. This resolution is the result of that request.
Legal basis and conditions
The appointment is based on Article 53 of Royal Decree 128/2018, which regulates the regime of local administration officials with national-level capacity. That article establishes that three conditions must be met to make an interim appointment:
- The position cannot be filled through the procedures provided for in Articles 49, 50, and 51.
- The principles of equality, merit, and ability must be respected.
- The proposed person must hold the qualification required to enter the A1 category.
The Provincial Council of Bizkaia has verified that it was not possible to appoint an official with national-level capacity to fill the position in Sukarrieta. To ensure that the proposal respects these principles, it was highlighted that the proposed person comes from a selection procedure carried out by the Etxebarria City Council.
Conditions and consequences of the appointment
The resolution establishes that the appointed official may be removed at any time by the provincial deputy, either by proposal of the corporations or at the request of the interested party, provided that the corporation’s report has been heard. In any case, the appointment will end when the position is filled through the legally prescribed procedures.
The Sukarrieta City Council must send a certified act of taking office to the Department of Public Administration and Institutional Relations within a period of eight (8) business days. The resolution will be notified to the interested party, the Sukarrieta City Council, and the Directorate for Relations with Local Administrations of the Basque Government.
Appeals
The decision is final and exhausts the administrative route. The interested Public Administration may appeal directly to the High Court of Justice of the Basque Autonomous Community within a period of two months, counting from the day following the notification. Other interested parties may file an optional appeal for reconsideration within a period of one month, or go directly to said court within a period of two months.
This appointment ensures the continuity of the administrative functioning of the City Council of Sukarrieta, so that the position of secretary-intervention does not remain vacant, and ensures the normal operation of the local administration’s public services until the position is permanently filled.
