Rental deposit grants for young people in Puerto del Rosario

The Puerto del Rosario City Council has approved the regulatory bases for grants to assist with the payment of rental deposits for young people under 35, under a direct award scheme. The agreement was adopted by the Local Government Board in an extraordinary session held on August 28, 2026, and is published in the Official Gazette of the Province of Las Palmas, number 107, dated September 7, 2026, with registration reference 1818530.

The call, processed under file 2025/10408P, is framed within the housing access crisis affecting the island of Fuerteventura. According to the text itself, housing in Puerto del Rosario and across the island “is becoming more expensive at a dizzying pace” due to the lack of available rental supply and the high existing demand.

Purpose and amount of the aid

The subsidy covers the payment of the rental deposit for the primary residence of young people under 35 who signed their lease agreement between January 1, 2026, and the application deadline. The amount corresponds to the deposit paid, up to a maximum of 1,000 euros, and must be proven via bank transfer.

Initial credit: 10,000 euros, charged to budget item 21/15000/48000 of the 2026 budget, extendable if sufficient credit exists.
Payments for utilities, intermediary fees, special assessments, and community fees are excluded from the concept of the deposit.
Payment is made in a single installment via bank transfer, in accordance with Article 28 of Law 38/2003, General Law on Subsidies.

Beneficiary requirements

All persons who meet the requirements may access the aid, without competitive bidding, in order of receipt of complete applications. The required conditions include:

Being the holder of a lease agreement for a home within the municipality of Puerto del Rosario, formalized according to Law 29/1994 on urban leases.
Being of legal age or legally emancipated and under 35 years old in 2026, with legal residence in Spain.
The home must constitute the habitual and permanent residence, proven by registration on the municipal census (empadronamiento).
Family unit income must not exceed 3 times the IPREM (25,200 euros per year), a threshold that rises to 3.5 times (29,400 euros) for general category large families and 4 times (33,600 euros) for special category large families.
Not receiving other public aid for the same purpose and having no family ties with the landlord up to the second degree.

Deadlines and processing

Applications shall be submitted to the City Council Registry, either in person or electronically, within fifteen calendar days from the day following the publication of the call. Incomplete documentation may be rectified within a non-extendable period of ten business days, and the maximum period for resolution shall be six months.

The award will be published on the municipal electronic office and in the National Grants Database (BDNS). The aid must be reimbursed if the lease agreement ends before 5 years (if the landlord is a natural person) or 7 years (if it is a legal entity), according to Law 29/1994.

Relevance of the measure

The initiative, signed by the mayor-president Cristóbal de Vera Cabrera, represents direct relief for young people facing the initial outlay of the security deposit, one of the main obstacles to emancipation in a strained rental market. Since it is granted on a first-come, first-served basis and with an initial budget of 10,000 euros, the call prioritizes speed of processing, although its scope will depend on the credit extension and the registered demand.
