Subtel grants TV Cable Color fixed internet concession in Coquimbo
Por FactBox Admin

The Ministry of Transport and Telecommunications, through the Undersecretariat of Telecommunications, granted the company TV Cable Color S.A. a public telecommunications service concession for the specific provision of data transmission with fixed internet access in the Coquimbo Region. The decision was contained in exempt decree No. 1,064, issued in Santiago on September 11, 2026, and was published in the Official Gazette No. 44,580 on Thursday, October 22, 2026, in Section II (Particular Regulations), under official reference CVE 2888174.
Regulatory Framework and Processing
The administrative act is based on decree law No. 1,762 of 1977, which created the Undersecretariat of Telecommunications; Law No. 18,168 of 1982, General Telecommunications Law; supreme decree No. 103 of 2008, from the Ministry of Transport and Telecommunications; and resolution No. 36 of 2024, from the Comptroller General of the Republic, which establishes rules on the exemption from the toma de razón (legal review) process.
The request was submitted by the interested party via Subtel entry No. 186,564 on August 5, 2020, and subsequently supplemented:
- Subtel entries No. 176,666 and No. 176,691, both dated October 27, 2021.
- Subtel entry No. 28,099, dated February 21, 2022.
- Subtel entry No. 14,864, dated January 31, 2024.
- Subtel entry No. 85,154, dated July 4, 2024.
The decree expressly states that no objections were presented to the publication of the summary of the concession request, which cleared the way for its granting.
Three Nodes between Ovalle and Illapel
The concession authorizes the concessionaire to install, operate, and exploit three nodes, with the following locations and WGS84 coordinates:
- 1-Tangue: Tangue No. 130, commune of Ovalle, latitude 30°36'18" S and longitude 71°11'56" W.
- 2-Arturo Prat: Arturo Prat No. 220, commune of Illapel, latitude 31°37'47" S and longitude 71°09'45" W.
- 3-Illapel 1: Av. Vial Recabarren No. 393, commune of Illapel, latitude 31°37'48" S and longitude 71°09'58" W.
The network deployment includes links with download and upload speeds of 50/50 Mbps between node 1-Tangue and node 2-Arturo Prat, and 40/40 Mbps from node 3-Illapel 1 toward the destination nodes of Vial Recabarren, Independencia, Constitución, Ignacio Silva, San Martín, and Freire, all in the commune of Illapel. Single-mode fiber optics are planned for these links in operating windows of 1310/1550 nanometers, with filaments of 96, 48, 24, and 12 strands. The service will be implemented using own and/or duly authorized third-party networks and services.
Deadlines, Service Area, and Validity
The term of the concession is 30 years starting from the publication of the decree in the Official Gazette. The execution deadlines, also referring to that date, are as follows:
- Start of works: 2 months.
- Completion of works: 8 months.
- Start of service: 12 months.
The service area of the concession corresponds to the commune of Illapel, in the Coquimbo Region, while the concessionaire’s address is set at Independencia No. 458, commune of Ovalle. The company is identified with RUT 99.500.720-7. The decree also approves the basic technical project and establishes the obligation of the concessionaire to know and comply with the applicable legal, regulatory, and technical provisions; the act will be notified from the inbox partes@subtel.gob.cl. The processing was signed by the Minister of Transport and Telecommunications, Louis de Grange Concha, and transcribed by the Undersecretary of Telecommunications, Romina Garrido Iglesias.
The entry into operation of these three nodes expands the fixed connectivity offer in a region where the coverage of own networks is decisive for households and small businesses, and sets enforceable deadlines by decree: if the planned 12 months are met, Illapel and Ovalle will have new fixed internet access points before the end of 2027.
