Federal subsidies of 29 million for mental health in five states

The Official Gazette of the Federation published this August 25, 2026, five specific agreements through which the Ministry of Health transfers federal budgetary resources as subsidies to the states of Querétaro, Quintana Roo, San Luis Potosí, Sonora, and Tabasco. The funds, totaling 29 million 30 thousand 358 pesos, are destined for prevention, care, and control actions for mental health and addictions within the framework of Program E-032 “Mental Health Care Services and Addiction Prevention.”

The instruments were signed on March 27, 2026, in Mexico City by the National Commission for Mental Health and Addictions (CONASAMA), a decentralized administrative body of the Ministry of Health, and by the executive powers of each entity. The agreements are valid from the date of signing until December 31, 2026.

Five entities, five agreements

Each agreement specifies the maximum amount to be transferred from the Ministry of Health’s budget for the 2026 fiscal year, according to the disbursement schedule in Annex 2. The resources are deposited through the finance ministry of each state and channeled to the corresponding executing unit.

  • Querétaro: 4 million 575 thousand 616 pesos.
  • Quintana Roo: 3 million 624 thousand 782 pesos.
  • San Luis Potosí: 6 million 837 thousand 129 pesos.
  • Sonora: 9 million 254 thousand 508 pesos.
  • Tabasco: 4 million 738 thousand 323 pesos.

On the federal side, the head of CONASAMA, Dr. Yerania Emireé Enríquez López, appointed on February 16, 2026, by the Secretary of Health, Dr. David Kershenobich Stalnikowitz, signs the documents. Among the state signatories are Dr. María Martina Pérez Rendón (Querétaro), Lic. Flavio Carlos Rosado (Quintana Roo), Mtra. Leticia Mariana Gómez Ordaz (San Luis Potosí), Dr. José Luis Alomía Zegarra (Sonora), and Alejandro Antonio Calderón Alipi (Tabasco).

Framework of the strategy against fentanyl

The agreements are part of the “For Peace and Against Addictions” Strategy, launched on January 7, 2025, and the preventive campaign “Fentanyl kills you. Stay away from drugs. Choose to Be Happy,” aimed at youth, adolescents, and families. The objective is to expand community care coverage and address substance use and other mental health conditions from a public health and human rights approach.

The regulatory framework is completed by the National Development Plan 2025-2030, published on April 15, 2025, whose Strategy 2.7.5 promotes health promotion and prevention actions in mental health. CONASAMA was created by a decree published in the DOF on May 29, 2023, replacing the former National Commission Against Addictions.

Monitoring and control of resources

The resources do not lose their federal character and must be applied exclusively to the purpose of the agreement. CONASAMA will verify the destination of the funds, conduct verification visits, and may order the reimbursement to the Treasury of the Federation of idle or misapplied resources, along with their returns. Entities must report progress and results monthly, and a technical commission will be formed to monitor the fulfillment of the goals.

The publication of these five agreements consolidates the territorialization of the mental health and addictions policy by channeling federal resources toward community care in states with different epidemiological realities. For readers, this implies that the prevention of substance use and mental health care cease to be the exclusive competence of the federal level and are deployed across the territories, with transparency and oversight mechanisms regarding public spending.
