Federal subsidies of 13.7 million for mental health in three states

The Ministry of Health, through the National Commission for Mental Health and Addictions (CONASAMA), published in the Official Gazette of the Federation on Wednesday, August 19, 2026 (number 226/2026), three specific agreements for the transfer of federal budgetary resources in the form of subsidies. The instruments, signed in Mexico City on March 27, 2026, are destined for Guanajuato, Guerrero, and Hidalgo to finance prevention, care, and control actions for mental health and addictions.

The resources are framed within Program E-032 “Mental Health Care Services and Addiction Prevention”, managed by CONASAMA, and will remain in effect until December 31, 2026. On behalf of the Federation, the three agreements are signed by the head of CONASAMA, Dr. Yerania Emireé Enríquez López, appointed on February 16, 2026, by the Secretary of Health, Dr. David Kershenobich Stalnikowitz.

Amounts transferred by entity

The total amount of committed resources amounts to 13,916,367 pesos, distributed as follows:

• Guanajuato: 3,364,403 pesos, represented by Dr. Gabriel Alfredo Cortés Alcalá (Secretary of Health and director of ISAPEG), Dr. Héctor Salgado Banda (Finance), and Mtra. Arcelia María González González (Honesty).
• Guerrero: 6,541,342 pesos, signed by Dr. Alondra García Carbajal (Secretary of Health) and C.P.C. Raymundo Segura Estrada (Finance and Administration).
• Hidalgo: 3,925,622 pesos, signed by Dr. Juana Vanesa Escalante Arroyo (Secretary of Health) and Mtra. María Esther Ramírez Vargas (Treasury).

Regulatory framework and destination of funds

The agreements are entered into under articles 9 and 13, section B, of the General Health Law, and derive from the Framework Coordination Agreements published in the DOF on April 23, 2013. They are inscribed in the National Strategy “For Peace and Against Addictions” launched on January 7, 2025, and in the preventive campaign “Fentanyl kills you. Stay away from drugs. Choose to Be Happy”, as well as in objective 2.7 of the National Development Plan 2025-2030.

The resources must be applied exclusively to the program’s actions, may not be diverted to other expenditure concepts, and will be subject to verification by CONASAMA. The entities must report monthly progress and proof of expenditure, and any unspent resources must be returned to the Treasury of the Federation along with their returns.

Validity and control

Each agreement provides for a Technical Commission for monitoring, social oversight, and the obligation to publish the instrument in the official organ of each entity. The validity extends until December 31, 2026, without commitment for allocations in subsequent fiscal years.

The publication of these three agreements reinforces local health coverage regarding mental health and addictions, within a context of expanding community care and the territorialization of prevention policies. For the readers of the three entities, it signifies the arrival of earmarked federal resources that must be translated into prevention and care services for the population.
