Federal subsidies for mental health and addictions in three entities

The Ministry of Health published this Tuesday, August 18, 2026, in the Official Gazette of the Federation three specific agreements for the transfer of federal budgetary resources in the form of subsidies, destined for actions for the prevention, care, and control of mental health and addictions. The instruments are signed with the State of Chihuahua, Mexico City, and the State of Durango, and were signed on March 27, 2026, in Mexico City.

The agreements are entered into through the National Commission for Mental Health and Addictions (CONASAMA), a decentralized administrative body of the Ministry of Health, whose head, Dr. Yerania Emireé Enríquez López, signs the three instruments on behalf of the Federal Executive. The resources are channeled to the budgetary program E032 “Mental Health Care Services and Addiction Prevention”, charged to the Federation’s Expenditure Budget for the 2026 Fiscal Year.

Amounts and beneficiary entities

The subsidies are transferred up to the following amounts, which together total 19,363,722 pesos:

• State of Chihuahua: 6,994,260 pesos, with the Decentralized Public Body Health Services of Chihuahua as the executing unit.
• Mexico City: 6,278,684 pesos, with Public Health Services of Mexico City as the executing unit.
• State of Durango: 6,090,778 pesos, with Health Services of Durango as the executing unit.

Purpose and transfer mechanism

The purpose of the agreements is to transfer the resources as subsidies to coordinate the participation of each entity in the implementation of the program, in accordance with articles 9 and 13, section B, of the General Health Law. The resources are deposited through the treasury or finance department of each entity and must be transferred to the executing unit within a period not exceeding five business days, into a single and specific productive bank account.

CONASAMA will verify that funds are allocated exclusively to program actions, and entities must submit monthly activity and programmatic progress reports. Resources that remain idle or are applied in contravention must be reimbursed to the Treasury of the Federation along with their returns, and cases of failure to provide supporting documentation will be notified to the Superior Audit Office of the Federation and the Secretariat of Anti-Corruption and Good Governance.

Validity and Monitoring

The agreements take effect from their signing and will remain in force until December 31, 2026. For their monitoring, a Monitoring Commission will be formed, composed of public servants from CONASAMA and each entity, which will meet at least every six months to evaluate progress and resolve disputes.

The publication of these instruments in the Official Gazette of the Federation formalizes the federal commitment to strengthen mental health and addiction care under a community model with a primary care approach, gender perspective, and interculturality. For the inhabitants of Chihuahua, Mexico City, and Durango, these subsidies translate into concrete resources to expand the prevention and care of a public health problem affecting millions of Mexicans.
