Federal subsidies for mental health: $12.8 million to three states

The Ministry of Health, through the National Commission for Mental Health and Addictions (CONASAMA), will transfer 12 million 870 thousand 479 pesos in federal subsidies to the governments of Aguascalientes, Baja California Sur, and Coahuila de Zaragoza for actions to prevent, treat, and control mental health and addictions. The three specific agreements, signed on March 27, 2026, were published on Thursday, August 13, 2026, in the Official Gazette of the Federation (DOF), edition number 219/2026, in the section of the Ministry of Health. The resources come from Program E-032 “Mental Health Care Services and Addiction Prevention Services”, charged to the 2026 Federal Expenditure Budget.

The instruments are signed within the framework of the National Strategy “For Peace and Against Addictions”, launched on January 7, 2025, by the President of Mexico as part of commitment 100 of the Second Floor of the Fourth Transformation, and of the preventive campaign “Fentanyl kills you. Stay away from drugs. Choose to Be Happy.” They are also aligned with Strategy 2.7.5 of the National Development Plan 2025-2030, published in the DOF on April 15, 2025, which orders the implementation of mental health promotion and prevention actions.

CONASAMA, a decentralized administrative body of the Ministry of Health created by decree published in the DOF on May 29, 2023, is in charge of the program and entered into the agreements based on the framework coordination agreements on general public health. Its head, Dr. Yerania Emireé Enríquez López, was appointed on February 16, 2026, by the Secretary of Health, Dr. David Kershenobich Stalnikowitz.

Amounts by federal entity

The resources, as subsidies, are distributed as follows:

• Aguascalientes: 5 million 37 thousand 359 pesos ($5,037,359.00 MXN).
• Baja California Sur: 3 million 810 thousand 911 pesos ($3,810,911.00 MXN).
• Coahuila de Zaragoza: 4 million 22 thousand 209 pesos ($4,022,209.00 MXN).

In total, the Federal Executive transfers 12 million 870 thousand 479 pesos, which will be allocated according to the schedule in Annex 2 of each agreement in successive disbursements: the second is conditioned on the entity proving the use and accountability of the first.

How the resources will be applied

The subsidies will be deposited into the finance secretariats of each state and transferred to the executing units, the state health institutes or services, which must use them exclusively for the program’s actions.

• The resources do not lose their federal nature nor may they be diverted to other spending concepts; unexercised amounts are returned to the Federal Treasury with their yields.
• The entities will report monthly progress to CONASAMA, feed the Information System of the State Mental Health and Addictions Commissions (SICESMA), and retain the supporting documentation for at least 5 years.
• Verification will be the responsibility of the Ministry of Health through CONASAMA, with oversight by the Superior Audit of the Federation and the Secretariat of Anticorruption and Good Government.
• The agreements take effect upon signature and will remain in force until December 31, 2026.

The signatories

• For Aguascalientes: Dr. Rubén Galaviz Tristán, Secretary of Health, and Ing. Alfredo Martín Cervantes García, Secretary of Finance.
• For Baja California Sur: Dra. Ana Luisa Guluarte Castro, Secretary of Health and General Director of the Institute of Health Services, and Mtra. Bertha Montaño Cota, Secretary of Finance and Administration.
• For Coahuila de Zaragoza: Dr. Eliud Felipe Aguirre Vázquez, Secretary of Health and General Director of Health Services, and C.P. José Antonio Gutiérrez Rodríguez, Secretary of Finance.

The publication gives enforceability to the federal mental health policy and confirms that the addictions strategy already has recipients, amounts, and an implementation schedule: it directly benefits the population of three states with a community-based primary care model centered on human rights, and requires the entities to account for every transferred peso.
