Federal subsidies for mental health and addictions for Campeche, Colima and Chiapas

The Ministry of Health published this Friday in the Official Gazette of the Federation (DOF), in its edition number 221/2026, three specific agreements through which it transfers subsidies totaling 12,966,960 pesos to the states of Campeche, Colima, and Chiapas. The resources, provided for in the federal budget for fiscal year 2026, will be allocated to actions for the prevention, care, and control of mental health and addictions.

The instruments were signed in Mexico City on March 27, 2026, between the Federal Executive, through the National Commission on Mental Health and Addictions (CONASAMA), and each of the three entities, and entered into force upon signing, with validity until December 31, 2026. They are included under the budgetary program E032 “Mental Health Care Services and Addiction Prevention”, under the responsibility of CONASAMA, a decentralized administrative body of the Ministry of Health created by decree published in the DOF on May 29, 2023.

The agreements derive from the Framework Coordination Agreements on general public health entered into with each state and from the “For Peace and Against Addictions” Strategy, launched on January 7, 2025, as well as from strategy 2.7.5 of objective 2.7 of the National Development Plan 2025-2030, which mandates implementing promotion and prevention actions in mental health with comprehensive care.

Amounts by state

In accordance with the transfer clause of each agreement, the Ministry of Health will deliver, charged to its budget and as subsidies, the following amounts:

• Campeche: 2,927,506.00 pesos, for the implementation of the program in the entity.
• Colima: 6,338,873.00 pesos, the highest amount of the three.
• Chiapas: 3,700,581.00 pesos.

Together, the three agreements total 12,966,960.00 pesos, which must be applied exclusively to the actions of program E032 in each state.

The signatories

On behalf of the Federation, the head of CONASAMA, Yerania Emireé Enríquez López, signed the three instruments. On behalf of the entities:

• Campeche: the Secretary of Health and General Director of the Institute of Decentralized Public Health Services of the State of Campeche (INDESALUD), Josefa Castillo Avendaño, with the participation of Jezrael Isaac Larracilla Pérez, Secretary of Administration, Finance, and Planning, and Roxana de las Mercedes Montero Pérez, Secretary of Anti-Corruption and Good Government.
• Colima: the Secretary of Health and Executive President of the state Health Services, Víctor Manuel Torrero Enríquez, together with the Secretary of Planning, Finance, and Administration, Fabiola Verduzco Aparicio.
• Chiapas: the Secretary of Health and General Director of the Institute of Health, Omar Gómez Cruz, with the Secretary of Finance, Manuel Francisco Antonio Pariente Gavito.

Obligations and control of resources

The subsidies do not lose their federal character and remain subject to strict rules for exercise and accountability:

• They shall be used exclusively for the prevention, care, and control of mental health and addictions, with no possibility of being diverted to other spending items.
• The entities must submit monthly, within the first ten business days, activity reports, programmatic progress reports, and expenditure certificates to CONASAMA, also reporting to the SICESMA system.
• Resources that are unspent or unverified will be considered idle and must be returned, together with their yields, to the Treasury of the Federation (TESOFE), with the intervention, where applicable, of the Superior Audit Office of the Federation.
• The operation includes social oversight for citizen verification of goals and the use of resources.

The publication consolidates the transfer of federal resources to the public health services of three entities with priority needs for community care in mental health and addictions, within the framework of the preventive campaign “Fentanyl kills you. Stay away from drugs. Choose to Be Happy.” For users of the public health system in Campeche, Colima, and Chiapas, these subsidies translate into coverage for the early detection and care of substance use and mental health conditions for the remainder of 2026.
