Subpesca replaces the management cycle in the sardine and anchoveta fishery

Subpesca reemplaza el ciclo de manejo en la pesquería de sardina y anchoveta

The Undersecretariat of Fisheries and Aquaculture (Subpesca) replaced the management cycle for the common sardine and anchoveta fishery between the regions of Valparaíso and Los Lagos with a management procedure, and modified tables 4 and 5 of the plan that regulates the activity. The decision is contained in exempt resolution No. 2,383/2026, published as an extract in the Official Gazette (Diario Oficial) no. 44,577 on Monday, October 19, 2026, in Section I (General Norms), with official reference CVE 2884625.

Exempt resolution No. 2,383/2026 modifies exempt resolution No. 2,746 of 2016, from the same Undersecretariat, which approved the “Management Plan for the Common Sardine and Anchoveta Fishery between the Regions of Valparaíso to Los Lagos.” This is the instrument that regulates the exploitation of both resources in the fishery units of that macro-zone, where both the artisanal fleet and the industrial fleet with Transferable Fishing Licenses (LTP) operate.

The extract was signed in Valparaíso on Monday, October 5, 2026, by Undersecretary Osvaldo Andrés Urrutia Silva, and its publication in the official bulletin occurred two weeks later, under the heading of the Ministry of Economy, Development and Tourism.

What changes in the plan

The administrative act contains two concrete modifications to the current plan:

  • Replacing numeral 4.5.2 “Fishery management cycle” with a new numeral 4.5.2 titled “Management Procedure,” in the manner detailed in the extracted resolution.
  • Modifying the contents of Tables 4 and 5 of the Management Plan, in the terms indicated in the same act.

The published extract does not reproduce the text of the tables nor the detail of the new procedure: it refers to the full resolution. That content is included in Technical Report (R. Pesq.) No. 151/2026, from the Fisheries Administration Division, which is an integral part of the administrative act.

Publication and access to the full text

The full text of the resolution will be published on the electronic domain sites of the Undersecretariat of Fisheries and Aquaculture and the National Fisheries and Aquaculture Service (Sernapesca). The extract occupies page 1 of Section I of the Official Gazette no. 44,577.

Quotas and fishery actors

The change affects a fishery whose quotas were already adjusted during 2026:

  • Exempt Resolution No. 2.144/2026 (Official Gazette no. 44.550, September 14, 2026, CVE 2868487) restored the tonnage for Class A and B LTP holders for anchoveta (Engraulis ringens) and common sardine (Sardinops bentincki) in the regions from Valparaíso to Los Lagos.
  • Class A LTP holders include Alimentos Marinos S.A., Blumar S.A., Camanchaca S.A., Landes S.A. Soc. Pesq., Foodcorp Chile S.A., Sipesur SpA., Lota Protein S.A., Thor Fisheries Chile SpA., Isla Quihua S.A. Pesq., and Pedro Irigoyen Ltda. Inv.
  • Exempt Resolution No. 2.056 (Official Gazette no. 44.541, September 3, 2026, CVE 2862780) established the 2026 historical distribution of the artisanal fraction of the annual global quota for anchoveta, common sardine, and jack mackerel in the Los Lagos Region, under the Artisanal Extraction Regime by artisanal fishing organizations.

The modification arrives with the season already underway and with 2026 quotas assigned to both segments. The management procedure is the instance that defines how annual catch decisions are adopted, so its replacement affects the planning of the fishery and the way in which the quotas supporting artisanal and industrial activity between Valparaíso and Los Lagos are set and reviewed.
