Auction for the forest harvesting of Monte Regolfo and Alsar in Solórzano

The Solórzano Neighborhood Council has put out to tender, via an open procedure, the administrative concession for the special use of the public forest domain of the Public Utility Mountain number 323, Regolfo and Alsar, belonging to this minor local entity. The tender announcement is published in the Official Gazette of Cantabria number 166, dated August 28, 2026, in the Administrative Contracting section (reference CVE-2026-6753).

The call offers forestry and timber companies the possibility of exploiting the plots of the cataloged mountain, with an annual concession fee, improvable upwards, set at 15 euros per hectare per year. The competent body to resolve or deny the granting of the concession is the competent Director General for Forests of the Government of Cantabria.

Object and form of award

The contract consists of the administrative concession for the special use of the public forest domain of the plots listed in the annex of the announcement, belonging to the Regolfo and Alsar Mountain. The processing is ordinary, with an open procedure, and the award will be made based on the upward improvement of the occupation fee, the percentage of participation of the owning entity in the forestry exploitations, and the report or project of the silvicultural works to be carried out.

The selection criteria are those established in the eighth clause of the administrative clauses specifications. No provisional bond is required, while the definitive bond is set at 5% of the value of the occupied public domain.

Deadlines and submission of offers

Proposals may be submitted at the General Registry of the Solórzano Neighborhood Council, from 9:00 to 14:00 hours, until the end of the period of thirty calendar days counted from the day following the publication of the announcement in the Official Gazette of Cantabria. Documentation and information can be obtained at the Neighborhood Council itself, telephone 942 676 300, until the day before the end of the submission period.

The opening of offers will be held in the Session Hall of the Neighborhood Council on the business day following the end of the period, at 10:00 hours, with the opening of envelopes A and B. The announcement costs will be borne by the successful bidder. The announcement was signed in Solórzano on August 21, 2026, by the president of the Neighborhood Council, Luis Setién Villasante.

Plots subject to concession

The annex of the announcement details the two concessions being tendered on the mountain, with their references, applicants, area, use, and term:

• CPR-1261/2019-SF3, applicant David Gutiérrez Ortiz, for the Fresnedo area, with a surface area of 8,340 m², eucalyptus use and a term until 12/31/2052 (lots 2, 3, 4, and 5).
• CPR-47/2020-SF3, applicant Sergio Sampedro Pérez, for the Fresnedo area, with a surface area of 26,908 m², meadow use and a term until 12/31/2068.

The tender represents an opportunity for the forestry and timber sector of Cantabria, which may apply for the exploitation of a public utility forest under an administrative concession regime. Furthermore, the auction guarantees the owning local entity a share in the yields and an improvable fee, within the framework of the sustainable management of the community’s cataloged forests.
