Stellantis obtains authorization for 28 MW wind power and batteries in Figueruelas
Por FactBox Admin

The General Directorate of Energy and Mines of the Department of Economy, Competitiveness and Employment of the Government of Aragon has granted Stellantis España SL the prior administrative authorization and construction authorization to hybridize its Figueruelas plant with a 28 MW wind module and 15 MW battery storage intended for self-consumption with surpluses. The resolution, signed on September 15, 2026, by the general director María Yolanda Vallés Cases, is published in the Official Gazette of Aragon number 207, dated October 26, 2026, in section V of announcements (official reference BOA20261026032).
The action is processed under file IP-PC-0012/2026 of the General Directorate of Energy and Mines and file G-Z-2026-012 of the Provincial Service of Zaragoza, and affects the municipal districts of Figueruelas and Pedrola. The promoting company, with NIF B50629187 and registered office in Vigo, submitted the application on January 20, 2026; following a request for correction on January 30, it completed the documentation on February 20 and March 6, 2026.
The installation is named «Opel Phase 4B» and connects to the internal network of the SET-1 Opel 220/20 kV substation, owned by the promoter itself, sharing a connection point with the P-4576 cogeneration plant and with phases 1, 2, 3, and 4A already authorized or in operation. Surpluses are discharged into the transmission grid at the Entrerríos 220 kV substation, owned by Red Eléctrica de España (REE).
Four wind turbines and six lithium containers
The wind module consists of four Nordex N163-7.0 wind turbines with a unit power of 7 MW, totaling 28 MW, distributed among plots in polygons 8 and 10 of Figueruelas and polygons 19, 21, and 102 and the areas of Pradillo and Entrerríos. The technical project was signed by Alfonso Molina García and endorsed on March 4, 2026, by the Official College of Civil Engineers of La Rioja (endorsement 2026/00530/15).
The storage, named «Stellantis Bess Figueruelas», is located next to the existing cogeneration plant, in the Entrerríos industrial estate, and consists of:
- Six lithium iron phosphate containers of 5.16 MWh each, with a total capacity of 30.96 MWh (two hours of storage).
- Six transformation stations with a 2,500 kW inverter and a 2,500 kVA three-phase transformer (0.69/20 kV) each.
- A 50 kVA auxiliary services transformer and new high-voltage cells in the SET-1.
The BESS project was signed by José Luis Vázquez Fernández and endorsed on February 26, 2026, by the Official College of Industrial Engineers of the Valencian Community (endorsement 2026/897). The total budget amounts to 22,828,226.05 euros: 19,106,976.29 euros for the wind farm and 3,721,249.76 euros for the batteries.
Public information, environmental impact, and allegations
The projects were submitted for public information along with the environmental impact study via an announcement in the Official Gazette of Aragon number 56, dated March 23, 2026. The Aragonese Institute of Environmental Management (INAGA) issued the environmental impact statement on August 10, 2026 (file 500306/01l/2026/04176), published in the Official Gazette of Aragon number 174, dated September 8, 2026.
During the processing, reports were provided by, among others, the Aragonesa de Servicios Telemáticos, Grupo Desarrollos Energéticos Naturales, the Directorate General of Cultural Heritage, ENAGAS Transporte SAU, the Ebro Hydrographic Confederation, Redexis, the Figueruelas City Council, the Provincial Urban Planning Council of Zaragoza, and the Ministry of Defense, which authorized the location of the wind turbines on June 30, 2026. Allegations were presented by the Comunidad de Regantes de Real Acequia de Luceni, Data Center Ribera Alta del Ebro SL, and Dionisio Ruiz SL, the latter with express opposition; the developer accepted the conditions and committed to making the activities compatible.
Deadlines, guarantees, and conditions
The authorization requires obtaining the operating permit within three years from the day following notification, extendable only through a reasoned request and express resolution. Before applying, the holder must deposit a guarantee of 20 euros per kilowatt installed to ensure maintenance and decommissioning, and notify the Provincial Service of Zaragoza of the start of works at least one month in advance.
The resolution also requires a control system to prevent injecting more than the 21.495 MW of granted access capacity into the grid, given that the total installed capacity of the complex reaches 89.950 MW, and mandates prior geotechnical and hydrological studies. An administrative appeal may be filed against the resolution, which does not exhaust administrative remedies, before the Regional Minister of Economy, Competitiveness, and Employment within one month.
The authorization consolidates the Figueruelas plant as one of the largest hybridized industrial self-consumption sites in Aragon: adding 43 MW of renewable and backup power to a plant that already operates 13.4 MW of cogeneration and more than 26 MW of photovoltaics, and is accompanied by an investment exceeding 22.8 million euros in the municipalities of Figueruelas and Pedrola.
