Soto y Amío eleva a definitivo el suplemento de crédito 6/2026

The Soto y Amío City Council has finalized credit modification file no. 6/2026, in the form of a credit supplement, for a total amount of 89,921.44 euros. The plenary agreement, adopted on August 20, 2026, is published in the Official Gazette of the Province of León no. 192, dated October 8, 2026, after no allegations were submitted during the public exhibition period. The operation is fully financed using the treasury surplus resulting from the liquidation of the previous fiscal year.

The publication is carried out in compliance with article 169.1, by reference to 177.2, of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The announcement, identified with the official reference BOP-LE-2026-192007, appears in the Local Administration section, City Councils subsection, and is signed by the mayor, Ana María Arias González.

Breakdown of the credit supplement

The file distributes the supplement between two budgetary applications of the current budget, charged to the treasury surplus for general expenses:

  • Application 161-210: 30,000.00 euros.
  • Application 1532-61901: 59,921.44 euros.
  • Total supplement: 89,921.44 euros.
  • Funding source: treasury surplus for general expenses (budgetary application 87000).

The processing follows the ordinary procedure for credit modifications of local entities: initial approval by the Plenary, public exhibition, and automatic elevation to final status when no objections are raised.

Processing and appeal process

Since no allegations were submitted during the public information period, the plenary agreement is automatically elevated to final status, without the need for a new pronouncement by the Plenary. The announcement reminds that interested parties may directly file a contentious-administrative appeal against the agreement, in the form and within the timeframes established in articles 25 to 42 of Law 29/1998, of July 13, regulating said jurisdiction.

The publication further specifies that, pursuant to article 171.3 of the Recast Text of the Law Regulating Local Treasuries, the filing of such an appeal shall not by itself suspend the effectiveness of the contested act or agreement. That is, the credit supplement takes effect while any eventual challenge is processed.

Other open files in the same municipality

The same issue of the gazette includes three other actions by the Soto y Amío City Council, also signed by the mayor:

  • Initial approval of credit modification file no. 7/2026, in the form of an extraordinary credit, financed by the treasury surplus for general expenses, agreed upon by the Plenary on September 29, 2026 (reference BOP-LE-2026-192008).
  • Initial approval of credit modification file no. 8/2026, in the form of a credit supplement, with the same source of financing and the same plenary agreement (reference BOP-LE-2026-192009).
  • Public call for the election of a Chief Justice of the Peace, with a deadline for submitting applications of 15 business days from the day following publication (reference BOP-LE-2026-192010).

Both credit files are subject to public consultation for a period of fifteen days starting from the day following their publication, and will be definitively approved if no objections are filed. The file for the tax registers of the home water supply fees in Camposalinas, Canales-La Magdalena, Garaño, and Santovenia de San Marcos, corresponding to the first and second quarters of 2026, is likewise open to the public for one month.

Impact for residents

The final approval of credit supplement 6/2026 consolidates a budgetary modification of nearly 90,000 euros, which is covered without resorting to new debt, using the accumulated savings from the previous settlement. For the residents of Soto y Amío, the agreement implies that the items allocated in applications 161-210 and 1532-61901 already have firm financing, although the announcement leaves the door open for a judicial challenge which, in any case, would not halt its execution.
