Soria auctions 28 street vending stalls for San Saturio

The Soria City Council has approved the conditions for the reservation of space destined for the installation of street vending stalls during the 2026 San Saturio Festivities, which will take place from October 1 to 5. The award will be carried out via auction on September 23, 2026, starting at 5:00 PM, in the column courtyard of the town hall, according to Resolution 2026-1008 of August 25, 2026, published in the Official Gazette of the Province of Soria (no. 100, of August 28, 2026, pp. 3006-3010).
The call, signed by the Councilor for Economic Development, Francisco Javier Muñoz Expósito, is issued by virtue of the delegation of powers conferred by the Mayoral Resolution of June 23, 2023. The reservation includes a total of 28 stalls with maximum dimensions of 5 meters wide by 2 meters deep, except for stall no. 2, and is regulated by the Municipal Ordinance regulating sales carried out outside of permanent commercial establishments, published in the BOP of Soria no. 31, of March 13, 2024.
Stall Conditions and Authorized Products
The stalls will be located in the customary places, marked on-site, and each will have specific restrictions on the products it may sell:
- Stalls no. 1 and 2: only balloons, candied nuts, sweets, waffles, hats, scarves, dried fruits, and similar items.
- Stall no. 2: exclusively churrería activity, with maximum dimensions of 2x2.5 meters.
- Stalls no. 4 to 28 (Paseo del Espolón): varied non-food market (textiles, toys, accessories).
- The sale of pyrotechnic material and the installation of photography stalls in any modality are prohibited.
Stalls that fail to comply with these rules will be removed by the Local Police without further procedure, without prejudice to the corresponding sanctioning proceedings.
Starting Prices and Auction Rules
The starting price varies according to the location of each stall:
- Stalls no. 1 and 2: 600 euros.
- Stalls no. 4 to 6: 500 euros.
- Stalls no. 7 to 15: 450 euros.
- Stalls no. 16 to 19: 400 euros.
- Stalls no. 20 to 28: 350 euros.
Each bidder may apply for a maximum of two stalls. Bids will be made by a show of hands, in minimum increments of 10 euros, and the awarded price must be paid immediately after the auction; otherwise, the reservation will be annulled and a second auction will be called. To participate, it is mandatory to provide a definitive guarantee of 200 euros per stall, along with the application on the standardized form and the required documentation (ID, certificate of being up to date with tax and Social Security obligations, census registration, civil liability insurance and, where applicable, food handler’s certificate).
Obligations of the Awardees
The successful bidders may not transfer, assign, or sublet the stalls, under penalty of automatic termination of the award. They must keep the spaces clean, provide waste containers, and vacate the stalls, leaving them free and empty, by October 6, 2026, before 8:00 a.m. Civil liability arising from the assembly, operation, and maintenance rests entirely with the holder, who must provide their installation with autonomous electricity and water supply means, except for stall no. 2, the only one with an electrical connection point.
The space reservation will last from October 1 (from 9:00 a.m.) to October 6 (before 8:00 a.m.), both dates inclusive. The documentation and plans are available on the municipal website (https://www.soria.es/es/ciudad/fiestas-ventaambulante).
The call for applications directly affects street vendors and local trade in the capital, who will see the occupation of public space regulated during one of the most crowded festivals of the year. The auction on September 23 will decide who may set up their stalls in the most central points of the city during the five days of celebration.
