Soria opens the modification of its investment plan to public consultation

The Soria City Council has opened for public review the budgetary modification of its Multi-annual Investment Plan for the 2026 fiscal year, initially approved by the Municipal Plenary in a session held on September 11, 2026. The file is available to interested parties at the Municipal Comptroller’s Office (Intervención Municipal) during the fifteen business days following the publication of the edict in the Official Gazette of the Province of Soria on September 18, 2026 (no. 109, reference BOPSO-109-18092026). If no claims are filed within that period, the modification will be definitively approved without the need for a new agreement.

The announcement is published in compliance with Article 177 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. The modification affects the Multi-annual Investment Plan contained in the Execution Bases of the General Budget of the Soria City Council for 2026, such that its processing directly impacts both the municipal accounts for the fiscal year and the schedule of planned works in the capital.

This is not the first time this summer that the Multi-annual Investment Plan of the Soria capital has appeared in the provincial gazette. BOP no. 100, of August 28, 2026 (page 3005, reference BOPSO-100-28082026), already published the definitive approval of another modification of the same plan, after no claims were registered during the public exhibition process.

The modification definitively approved on August 28 defined a new multi-annual project for 2026, charged to the following items:

  • Item 26 01 1532, titled “PAVIMENTACIÓN VÍAS P.” (Paving of Public Roads), with 60,000.00 euros in the year 2026.
  • Item 61907, corresponding to the “PLAN PROVINCIAL BARRIOS” (Provincial Neighborhood Plan), with 40,000.00 euros in the year 2027.
  • Total project amount: 100,000.00 euros.

That file was closed without claims and was signed in Soria on August 21, 2026, by the Third Deputy Mayor, Francisco Javier Muñoz Expósito, who warned at the time of the possibility of filing a contentious-administrative appeal before the corresponding Chamber of the High Court of Justice of Castilla y León within a period of two months.

Processing and signing of the edict

The edict now published is dated in Soria on September 14, 2026, and signed by the Delegated Councilor, F. Javier Muñoz Expósito. The invoked regulation is Article 177 of the Royal Legislative Decree 2/2004, of March 5, a precept that regulates the modification of investment plans and their public exhibition prior to final approval.

The official text recalls that the file remains available to interested parties during the indicated period, “during which interested parties may examine it and submit claims,” and that the initial approval will be elevated to final if these do not occur.
