Sopelana has called for a high-level technician position through a competitive examination process

Sopelako City Council has called for a competitive examination to fill one position as a Senior Technician of Special Administration, corresponding to the 2024 employment offer. The Local Government Board approved the bases of the call in its meeting on September 11, 2026, and they were published in the Official Gazette of Bizkaia on September 23, 2026, in issue number 182, section II, with the official reference BOB-2026a182-(II-4865). The application period is 20 business days, starting from the day following the publication of the summary of the call in the Official State Gazette.

Single position and job characteristics

The call consists of a single position: Senior Technician of Special Administration, located within the civil servant staff of Sopelako City Council. The position has the following characteristics:

• Scale: Special Administration, Senior Technician sub-scale.
• Classification group: A1, level 26.
• Qualification: Economics, Business Sciences or equivalent (degree).
• Language requirement: Profile III, mandatory and with the deadline for fulfillment already passed.

The position corresponds to the 2024 Public Employment Offer, and the filling system is a competitive examination.

Who approved it and where it was published

The Local Government Board of Sopela reached the agreement on September 11, 2026, with the exception established in article 206 of the Regulation on the Organization, Functioning, and Legal Regime of Local Entities. The bases have been published in the Official Gazette of Bizkaia, which specifies that the application period will begin after the summary is published in the Official State Gazette. The agreement was signed by Mayor Guruzne Carrasson Torrontegui, in Sopela, on September 14, 2026.

Applications and fees

Applications may be submitted electronically via the council’s website, at the Registry of Sopelako City Council, or at the locations provided for in article 16.4 of Law 39/2015. The fee is 17 euros and must be paid within the application period; it will not be refunded for reasons attributable to the interested party. Submitting the application out of time or failing to pay the fee will result in exclusion from the process, and these errors cannot be corrected after the application deadline.

Selection process

The opposition phase consists of three tests, all of which are mandatory and eliminatory:

• First: multiple-choice questionnaire or short-answer questions, maximum 10 points, a minimum of 5 must be obtained.
• Second: resolution of practical cases, maximum 20 points, a minimum of 10 must be obtained.
• Third: verification of language profile III, written and oral, with a qualification of suitable or unsuitable.

In the competition phase, experience is valued with a maximum of 5 points and training with a maximum of 2 points. The competition phase cannot exceed 45% of the maximum score of the opposition phase. At least 72 hours and a maximum of 45 calendar days must pass between each test, and the opposition tests cannot begin until at least one month has passed since the publication of the call in the Official State Gazette.

Qualification and subsequent procedures

The final qualification is the sum of the points obtained in the opposition and the competition, which determines the priority order of the candidates. In the event of a tie, preference for women is applied in categories where representation is below 40%. The person who passes the process must complete a 6-month internship period, after which the appointment will be published in the Official Gazette of Bizkaia. There is a period of 15 business days to take up the position after the appointment is notified.

Impact

The call strengthens local public employment in Sopelana, to fill a position requiring a high-level technical profile. Conducting the process through an opposition-competition values experience and training, and the requirements of the III language profile guarantee the ability to work in Basque. Interested parties have a period of 20 business days to apply after the summary is published in the Official State Gazette.
