Solaria somete a información pública dos plantas solares en Álava

The Department of Industry, Energy Transition and Sustainability of the Basque Government has opened for public consultation the applications for prior administrative authorization and environmental impact statements for the “Regina Solar” and “Nova Solar” photovoltaic solar plants, promoted by Solaria Promoción y Desarrollo Fotovoltaico, SLU. The announcement, signed on September 8, 2026, by the territorial delegate Javier Aizpuru Ochoa de Eribe, is published in the Official Gazette of the Historical Territory of Álava no. 113, dated October 2, 2026 (reference 2026-02751), and opens a period of 30 business days for submissions.

The procedure is based on Article 10 of Decree 48/2020, of March 31, and Article 53 of Law 24/2013, of December 26, on the Electricity Sector, in accordance with Law 21/2013, of December 9, on Environmental Assessment, and Law 10/2021, of December 9, on Environmental Administration of Euskadi. The prior administrative authorization corresponds to the Territorial Delegation of Industry, Energy Transition and Sustainability of Álava, which jointly processes the public information of the projects and their environmental impact studies, pursuant to Article 36 of Law 21/2013.

Two files and one single promoter

The application is submitted by Solaria Promoción y Desarrollo Fotovoltaico, SLU (CIF B87878518), for the purpose of generating electrical energy using solar photovoltaic technology. The projects are divided into two files:

  • File 01–GE–Y–2025–00021: “Regina Solar” plant, 10.12 MW.
  • File 01–GE–Y–2025–00031: “Nova Solar” plant, 1 MW, along with its substation, evacuation line, and metering enclosure.

The affected municipal terms are Vitoria-Gasteiz and Arratzua-Ubarrundia, in the Historical Territory of Álava.

Technical characteristics of “Regina Solar”

The “Regina Solar” plant consists of 21,252 photovoltaic modules of 620 Wp and 8 inverters of 1,133 kW, with a fenced area of 13.90 hectares. Its associated infrastructures are:

  • 0.800/30 kV transformation center with 10.12 MW of power.
  • 30 kV underground evacuation line, from the transformation center to the SE Promotores Vitoria 220/30 kV substation, 9,425 meters in length.
  • Budget excluding VAT: 3,482,841.60 euros.

The evacuation point is the ST Vitoria 220 kV, of Red Eléctrica de España, SAU, through shared infrastructures with the “Vitoria Solar 1” (file 01–GE–Y–2024–00006) and “Vitoria Solar 2” (file 01–GE–Y–2024–00007) projects, by the promoter Indarberri, SL.

“Nova Solar” and its 400 kV node

The “Nova Solar” plant consists of 1,764 photovoltaic modules of 625 Wp and 5 inverters of 200 kW, with 2.38 hectares of fencing in Vitoria-Gasteiz. It includes a 0.800/30 kV transformation center of 1 MW and a 300-meter 30 kV underground line to the “NOVA” substation, with a budget of 288,283.20 euros. The package is completed with:

  • Nova Solar 400/30 kV substation, with a 400/30 kV transformer with a capacity of 70/90/120 MVA and high-voltage switchgear at 30 and 400 kV (4,005,832 euros excluding VAT).
  • Underground evacuation line: SE Nova–RM Nova circuit at 400 kV, 9,160.65 meters long, and RM Nova–SE Vitoria (REE) circuit at 400 kV, 184.731 meters long (6,938,785.41 euros excluding VAT).
  • Nova 400 kV metering enclosure (652,604 euros excluding VAT).

The evacuation point for this second plant is the Vitoria 400 kV substation, owned by Red Eléctrica de España, SAU.

How to file an objection

The documentation may be examined at the Territorial Delegation of Industry, Energy Transition and Sustainability of Álava, at number 2 Samaniego Street in Vitoria-Gasteiz, and on the Basque Government website (www.euskadi.eus, public information section for Energy and Mines projects). Objections shall be submitted to the general registry of the Delegation, the general electronic registry of the Public Administration of the CAE, or through the channels of article 16 of Law 39/2015, of October 1, within a period of 30 business days from the day following publication. Legal entities and entities without legal personality are required to communicate by electronic means.

The resolution directly affects residents, landowners, and environmental groups in Vitoria-Gasteiz and Arratzua-Ubarrundia, who have a month and a half to state their position on two facilities totaling 11.12 MW that share evacuation nodes with other solar parks already under processing in the area.
