Solórzano auctions four lots of timber from the Regolfo and Alsar mountains

The Solórzano Neighborhood Council is putting up for auction, through an open procedure with a single award criterion based on the highest price, four timber harvesting lots from the Public Utility Mountain number 323, Regolfo and Alsar, located in the municipality of Solórzano. The disposal notice is published in the Official Gazette of Cantabria on Thursday, August 27, 2026, with reference CVE-2026-6747, and simultaneously opens the period for the submission of proposals.
The procedure is governed by the Particular Economic-Administrative Clauses and Particular Technical-Faculty Conditions, approved by the Plenary of the Neighborhood Council in an extraordinary session on July 31, 2026. The lots are included in the Timber Harvesting Plan for the year 2026 and are processed under the ordinary regime, with processing handled by the local entity itself.
The four lots and their bidding
The auction comprises four timber lots, each with its file reference, location, number of trees, volume in cubic meters, and base bidding price (excluding VAT):
- Lot 13, Trogedo site, 7,800 trees and 1,510 m³, bidding of €78,500 (file 1526/2019-SF3), consortium member Rafael Edesa Pardo.
- Lot 14, El Torno site, 1,160 trees and 215 m³, bidding of €12,000 (file 2007/2019-SF3), consortium member Ramón Barquín Fernández.
- Lot 15, El Torno site, 1,800 trees and 210 m³, bidding of €12,000 (file 2008/2019-SF3), consortium member Rosa María Barquín Fernández.
- Lot 16, Hoyo Cagigas site, 1,580 trees and 321 m³, bidding of €12,000 (file 2010/2019-SF3), consortium member Mario Pérez Gutiérrez.
The total base price amounts to €114,500. Bidders may bid for one or several lots.
Submission of proposals and opening of bids
Proposals shall be submitted within a period of fifteen calendar days starting from the day following the publication of the notice in the BOC, at the Solórzano Neighborhood Council, from 9:00 a.m. to 2:00 p.m., in a sealed envelope with the motto “Proposal to take part in the sale by auction of the harvesting… convened by the Solórzano Neighborhood Council.”
The documentation is divided into two envelopes: envelope A, containing proof of identity and legal capacity, representation, and a responsible declaration of being up to date with tax and Social Security obligations; and envelope B, containing the economic offer detailing the lots and the amount offered. The opening of bids will take place on the fourth business day following the end of the admission period, at 1:00 p.m., at the Solórzano City Council.
Guarantees, specifications, and execution
The successful bidder will be required to provide a provisional bond of 3% and a definitive bond of 5%. The specifications, approved by the Neighborhood Board and containing the technical-administrative conditions of the Forestry, Hunting, and Nature Conservation Service, will be available to interested parties at the Solórzano Town Hall offices from 09:00 to 14:00, Monday to Friday. The execution period will be six months from the definitive award.
The complete file may be examined at the Secretariat of the Neighborhood Board, at Barrio La Puente s/n in Solórzano (postal code 39738), telephone 942 676 300, until the day prior to the end of the deadline for submitting proposals. Advertising costs shall be borne by the successful bidder. The announcement was signed in Solórzano on August 21, 2026, by the president of the Neighborhood Board, Luis Setién Villalante.
The auction represents an opportunity for the forestry and timber sector of the region, by bringing to market the harvesting of a public utility forest with a significant volume of logs. For the residents of Solórzano, the disposal of these lots also represents a source of income for the local entity and a boost to the rural economy linked to the sustainable management of forests.
