Solórzano announces the second timber auction for the Regolfo and Alsar forests
Por FactBox Admin

The Solórzano Neighborhood Council has opened the procedure for the second disposal of four lots of timber from the Regolfo y Alsar forest, number 323 of the Catalog of Public Utility Forests, with bidding prices ranging from 9,900 to 68,950 euros. The announcement is published in the Official Gazette of Cantabria number 207, dated October 28, 2026, section 3 of Administrative Contracting, with the reference CVE-2026-8374. The specifications were approved by the Plenary of the minor local entity in an extraordinary session on September 25, 2026.
A second attempt after the August auction
The call comes after the first disposal, published in the Official Gazette of Cantabria number 165, dated August 27, 2026 (CVE-2026-6747), was unsuccessful. On that occasion, the specifications were approved in an extraordinary session on July 31, 2026, and the starting prices were notably higher: 78,500 euros for the largest lot and 12,000 euros for each of the remaining three, totaling 114,500 euros.
Now the global amount drops to 98,750 euros, 13.8 percent less, with cuts ranging from 12.2 percent for lot 13 to 17.5 percent for lots 14 and 15. The procedure is resolved by open auction with a single award criterion—the highest price—and ordinary processing; bidders may bid for one or several lots.
Four lots and 2,256 cubic meters
The timber comes from the Timber Harvesting Plan for the year 2026 of the Solórzano Neighborhood Council and is distributed across four sites in the forest, each linked to a consortium member:
- Lot 13, Trogedo site, contract 1526/2019-SF3: 7,800 feet and 1,510 cubic meters, with a price of 68,950 euros. Consortium member: Rafael Edesa Pardo.
- Lot 14, El Torno site, contract 2007/2019-SF3: 1,160 feet and 215 cubic meters, with a price of 9,900 euros. Consortium member: Ramón Barquín Fernández.
- Lot 15, El Torno site, contract 2008/2019-SF3: 1,800 feet and 210 cubic meters, with a price of 9,900 euros. Consortium member: Rosa María Barquín Fernández.
- Lot 16, Hoyo Cagigas site, contract 2010/2019-SF3: 1,580 feet and 321 cubic meters, with a price of 10,000 euros. Consortium member: Mario Pérez Gutiérrez.
In total, 12,340 feet and 2,256 cubic meters of timber are up for auction. Base prices do not include VAT.
Fifteen days to submit offers
Proposals shall be submitted within fifteen calendar days from the day following the publication of the announcement, that is, until November 12, 2026, at the headquarters of the Junta Vecinal de Solórzano, from 9:00 a.m. to 2:00 p.m., in a sealed envelope bearing the auction motto. Envelope A is required containing identity documentation, legal capacity, representation, and a responsible declaration of being up to date with tax and Social Security obligations, and Envelope B containing the economic offer detailing lots and quantities.
The opening of bids will take place on the fourth business day following the closing of the period, at 2:00 p.m., at the Solórzano City Council. The successful bidder must provide a provisional guarantee of 3 percent and a definitive guarantee of 5 percent, and will have six months to execute the utilization from the definitive award. Advertising costs shall be borne by the bidder and, if the auction remains vacant, by the concessionaire.
Documentation and contact
The specifications of economic-administrative clauses and technical-faculty conditions, which incorporate the conditions approved by the Forestry, Hunting and Nature Conservation Service, may be consulted at the offices of the Solórzano City Council from Monday to Friday, from 09:00 to 14:00 hours. The complete file may be examined at the Secretariat of the Junta Vecinal, at Barrio la Puente s/n, 39738 Solórzano, telephone 942 676 300, until the day before the closing of the deadlines. The announcement was signed in Solórzano on October 21, 2026, by the president, Luis Setién Villalante.
The reduction of rates is the most relevant sign for the Cantabrian forestry sector: the City Council and the Junta Vecinal are adjusting the starting price downwards to attract buyers after a first call without an award, which also affects the four consortium members, who will see their projected income reduced if the timber is sold at a lower price. The deadline for interested timber companies ends in mid-November.
