Singapore sets $170 hourly fee for aviation inspection testing

The Civil Aviation Authority of Singapore (CAAS) has set a new fee of $170 per man-hour for the inspection, testing or evaluation of aviation certificates and written approvals, effective 16 September 2026. The charge is introduced by the Air Navigation (Amendment No. 4) Order 2026, published as S 619/2026 in the Republic of Singapore Government Gazette on 15 September 2026.

The Order is made under section 8 of the Air Navigation Act 1966, with the approval of the Minister for Transport, and amends the Twelfth Schedule of the Air Navigation Order (O 2). It was signed on 7 September 2026 by NG Chee Khern, Chairperson of the CAAS.

New inspection and testing fee

The core change replaces paragraph 6AA of the Twelfth Schedule to fix the charge for work carried out under paragraph 8(4) of the Order in respect of a certificate or other form of written approval issued under paragraph 8(1).

• The fee is $170 per man-hour or part of a man-hour of inspection, testing or evaluation.
• The fee must be paid by the recipient of the certificate or written approval.
• Payment falls due upon the issuance of the certificate or written approval.

Clarifying when application fees are payable

The Order also tightens the wording of several paragraphs so that fees are expressly payable “upon an application”, removing ambiguity about the timing of payment.

• Paragraph 6A now refers to “a successful applicant” instead of “an applicant”.
• Paragraph 6B(4) inserts “upon an application” after “by an applicant”.
• Paragraph 7(1) now reads “by an applicant upon an application”.
• Paragraphs 7(2), (3) and (4) insert “upon an application” after “fee to be paid”.
• Paragraph 11 is renumbered as sub-paragraph (1), and a new sub-paragraph (2) requires the application fee for the matters in sub-paragraph (1)(b) and (c) to be paid by the applicant upon making the application.
• Paragraph 12(2)(c) clarifies that the technical examination is “conducted by the Authority”.

Impact on applicants

The amendments affect every applicant and holder of certificates and written approvals issued under the Air Navigation Order, including those seeking inspection, testing or evaluation of their approvals. By fixing a transparent hourly rate and spelling out exactly when fees fall due, the Order gives aviation operators and certificate holders clearer cost expectations when dealing with the CAAS.
