Singapore Cruise Centre at Harbourfront declared protected area from 22 September

The Minister for Home Affairs has declared Singapore Cruise Centre (Harbourfront) a protected area under the Infrastructure Protection Act 2017, with effect from 22 September 2026. The Infrastructure Protection (Protected Areas) (No. 4) Order 2026, published as S 657/2026 in the Republic of Singapore Government Gazette on 21 September 2026, also revokes the Protected Areas (No. 6) Order 2009.

The order was made on 17 September 2026 by Tan Chye Hee, Permanent Secretary of the Ministry of Home Affairs, in exercise of the powers conferred by sections 8(1) and 13(1) of the Infrastructure Protection Act 2017. It was first published in the Government Gazette at 5 pm on 21 September 2026 and comes into operation the following day.

The instrument replaces the 2009 designation that had covered the same terminal, revoking the Protected Areas (No. 6) Order 2009 (G.N. No. S 536/2009) in full. The new order restates the site as a protected area for the purposes of the Act and names the person responsible for it as its authority.

What the order provides

• Paragraph 1 cites the instrument as the Infrastructure Protection (Protected Areas) (No. 4) Order 2026 and fixes its commencement at 22 September 2026.
• Paragraph 2 declares the premises described in the Schedule to be a protected area and designates the person named in the first column of that Schedule as the authority of the protected area.
• Paragraph 3 revokes the Protected Areas (No. 6) Order 2009 (G.N. No. S 536/2009).

The site and its designated authority

The authority of the protected area is the Chief Executive Officer, Singapore Cruise Centre Pte. Ltd., the operator named in the first column of the Schedule. The Schedule sets out the protected area in its second column as follows:

• Part of Lots 2915P (PT), 02888P and 3710V (PT) in Mukim No. 1, occupied by “Singapore Cruise Centre (Harbourfront)”.
• An area within the territorial waters of the Republic of Singapore of approximately 24,895.7 square metres.
• Boundaries running along successive lines of coordinates measured from the Singapore Land Authority SVY 21 Datum, commencing at a point 27,441.415 metres North and 26,268.461 metres East.

The boundaries are more particularly delineated in Survey Plan No. 21829GZ1, filed in the office of the Chief Surveyor, Singapore, a copy of which is set out in the order.

Legal basis and formal record

The order rests on sections 8(1) and 13(1) of the Infrastructure Protection Act 2017, the provisions under which the Minister declares premises to be a protected area and designates an authority for it.

It was made on 17 September 2026 and signed by Tan Chye Hee, Permanent Secretary, Ministry of Home Affairs, Singapore. The instrument carries the file references [SPF/CPS/C/09/10/23; AG/LEGIS/SL/137B/2025/2].

The designation places a major ferry and cruise gateway at Harbourfront under the protected-area regime from 22 September 2026, replacing a 2009 order that had governed the site for more than a decade. Because the order takes effect the day after publication, the new authority and the boundary description in the Schedule apply to the terminal from that date.
