Siles creates an Accounting and Collection Technician position

The Siles City Council (Jaén) has definitively approved the creation of a Accounting and Collection Technician position within its civil service staff, following the absence of any objections during the public exhibition process. The decision, adopted by the Municipal Plenary, was made public via an announcement in the Official Gazette of the Province of Jaén number 167, dated August 28, 2026, signed by the mayor-president, Francisco Javier Bermúdez Carrillo.

The position was initially approved by the Plenary in an ordinary session on June 22, 2026, and was open to the public for fifteen business days through an announcement published in the BOP of Jaén number 149, dated August 4, 2026. As no objections were registered within the deadline, the agreement was automatically elevated to definitive status in accordance with Article 169 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries.

The created position is integrated into the General Administration scale and is defined by the following features:

Regulatory framework and procedure

The modification of the staff is processed under local government regulations, which require the public exhibition of the initial agreement and its elevation to definitive status when no objections are formulated. The procedure followed by the mountain town council complies with the provisions of Royal Legislative Decree 2/2004, which regulates the approval and modification of personnel rosters for local entities.

Appeals against the agreement

The announcement reminds that, in accordance with Article 171 of the Revised Text of the Law Regulating Local Treasuries, a contentious-administrative appeal may be filed directly against the definitive agreement within two months, counting from the day following the publication of the announcement in the BOP of Jaén, as provided in Article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction. This is without prejudice to the exercise of any other appeal deemed appropriate.

The incorporation of this technical position reinforces the economic and collection management capacity of the municipality, a key area for the financial sustainability of the local administration. With this position, the Siles City Council expands its administrative structure to handle accounting and collection functions with greater specialization, for the benefit of public resource management and the residents of the municipality.
