Sigüenza encomienda a la Mancomunidad Sierra Ministra el arquitecto municipal

The Sigüenza City Council has transferred municipal architectural technical assistance to the Sierra Ministra Association of Municipalities through an agreement signed on October 20, 2026, and published this Friday, October 23, in the Official Gazette of the Province of Guadalajara (no. 203). The agreement concerns the preparation of building permit reports and the examination of urban planning instruments. This entrustment comes after the selection process to fill the position of senior architect for the Council concluded in September 2026 without the position being filled.

The text is published as an annex under article 11.3.b) of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, in accordance with article 8.1.b) of Law 19/2013, of December 9, on Transparency, Access to Public Information and Good Governance. The entrustment does not imply a transfer of ownership of municipal competencies nor does it include benefits typical of public sector contracts.

Two plenaries and one agreement in three weeks

The processing was completed in barely two weeks. The Plenary of the Sigüenza City Council, in an urgent extraordinary session on October 7, 2026, approved the management entrustment and the final text of the agreement. The Plenary of the Sierra Ministra Association of Municipalities, in an ordinary session on October 15, 2026, accepted and formalized the entrustment. The signing by both parties took place on October 20, and the municipal announcement is dated October 21, 2026.

The file justifies the urgency based on the need for “temporary technical assistance to handle municipal files that require architectural work.” The Job Position List initially approved by the City Council and published in BOP no. 192, of October 8, 2026, already included in the area of Urbanism, Sustainability and Environment a newly created architect position and another vacant interim architect position.

License reports and planning, with limits

The Sierra Ministra Association of Municipalities will allocate 20% of its architect’s working day to the files referred by the City Council. The service will be in-person at the Department of Urbanism, at Plaza Mayor, 4, on the days and times agreed upon by both entities, without prejudice to necessary technical visits.

The entrusted tasks are:

  • Preparation of technical reports on municipal urban projects and actions.
  • Technical visits necessary for said reports and directly related technical advice.
  • Technical examination of projects prior to major works licenses and reports on actions subject to major or minor works licenses.
  • Technical visits and reports of buildings in first-occupancy files.
  • Technical examination and report on planning instruments and urban development action programs.
  • Technical verification of ordinary public works certifications and valued reports of municipal works.

The agreement expressly excludes the management of Sigüenza’s municipal personnel and the drafting of projects or public information unless individualized. The adoption of licenses, orders, and requirements will continue to be the responsibility of the competent bodies of the Sigüenza City Council, and the entrustment does not create a civil service or employment link between the architect and the Council.

910.95 euros per month and a maximum of eight months

The compensation is equivalent to 20% of the effective monthly cost of the position borne by the Mancomunidad. Based on a monthly base of 4,554.74 euros, the estimated amount is 910.95 euros per month. The initial four months total 3,643.80 euros; each two-month extension would add 1,821.90 euros and, with the two planned extensions, the eight months would reach 7,287.60 euros, excluding travel expenses.

The initial duration is four months from the publication in the BOP, with a first extension of two months and a second and final extension of the same duration, never automatic and conditioned upon proving the persistence of the need and its financing. Authorized and justified travel will be reimbursed at a rate of 0.26 euros per kilometer in accordance with Order HFP/793/2023, of July 12.

The agreement was signed by the mayor-president, María Jesús Merino Poyo, and the president of the Mancomunidad, Eduardo Álvarez Nieto, with the assistance of the municipal secretary, Inés Asensio Gosálbez, and the secretary-auditor of the Mancomunidad, José Luis Payá Monje.

The agreement unblocks the urban planning processing of Sigüenza while the definitive filling of the position is resolved, but maintains the dependence on a partial reinforcement: one-fifth of a working day for all license and planning files of a municipality of more than 4,000 inhabitants. The entrustment will be terminated, among other causes, when the effective filling of the municipal position makes the assistance unnecessary.
