Siétamo aprueba la ordenanza que regula las plantas de biogás

The Siétamo City Council has initially approved the Municipal Ordinance regulating the activities of biogas plants, composting, or the treatment of organic waste or by-products within its municipal district, a matter of great environmental and neighborhood sensitivity. The agreement was adopted by the Plenary in the session of September 10, 2026, and is published in the Official Gazette of the Province of Huesca number 175, of Monday, September 14, 2026, with reference BOPH-2026-175029.

The regulation is processed in accordance with articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, article 56 of the Recast Text of Local Regime, article 140 of Law 7/1999, of April 9, on Local Administration of Aragon, and article 130.2 of the Regulation of Assets, Activities, Services, and Works of Local Entities of Aragon, approved by Decree 347/2002, of November 19, of the Government of Aragon.

Public exhibition and allegations

The ordinance is subject to public information for a period of 30 days, computed from the day following the insertion of the announcement in the official gazette. During this period, any interested party may examine the text and present the claims they deem appropriate.

  • The document may be consulted at the municipal offices of the City Council.
  • It will also be available on the electronic office of the council, at the address https://sietamo.sedipualba.es/.
  • Allegations may be formulated through either of these channels during the exhibition period.

Final approval

The announcement warns that, if no claims have been presented after the 30-day period, the agreement will be considered definitively approved without the need for a new pronouncement by the Plenary. If allegations are presented, the file must be expressly resolved before final approval.

The ordinance regulates the activities of biogas plants, composting, and the treatment of organic waste or by-products, facilities that have generated intense debate in numerous Aragonese municipalities in recent years due to their possible environmental impacts, odors, and effects on neighborhood life.

Relevance for the municipality

The approval of this ordinance provides Siétamo with its own regulatory framework to organize the implementation and operation of these facilities in its district, in a context of increasing demand for biogas plants linked to livestock farming and waste management. The text, signed on September 11, 2026, by the mayor, José Mª Loscertales Aranda, now opens a period of citizen participation in which residents can voice their observations before the regulation definitively enters into force.
