Sevilla appoints Rafael Flores García as interim communications director

The mayor of Seville has appointed Rafael Flores García as temporary staff with trust functions or special advisory duties in the Communication Office of the Seville City Council. The decision was adopted through Resolution number 628, dated September 23, 2026, and is published in the Official Gazette of the Province of Seville number 188, corresponding to Monday, September 28, 2026, on page 138 (official reference: BOP-SE-2026-188026). The appointment is effective from the day following the signing of the resolution, that is, from September 24, 2026.

A trust position in the Communication Office

The agreement assigns the new appointee the position of Communication Technician, identified in the municipal job list with the code PEVENT11/328, assigned to the Communication Office. This is temporary staff, a figure reserved for trust functions or special advisory roles and not comparable to career civil service personnel.

The resolution is based on article 104.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which grants the mayor the competence for this type of appointment. The processed file bears number 1204/2026 and was instructed by the Selection, Contracting, and Human Resources Management Service, which issued a report along with the Funds Audit Office prior to the signing.

The published text orders, in its operative part, the appointment of the indicated person to the cited position and the publication of the resolution in the Official Gazette of the Province. The announcement is signed by the Head of the Selection, Contracting, and Human Resources Management Service, Albina García González, by delegation of the head of the Support Body for the Local Government Board, with a seal dated September 23, 2026.

The appointment adds to other recent movements in the temporary staff structure of the Seville City Council published in the same provincial bulletin. On September 15, 2026, the mayor signed Resolution number 610, which appointed María Herrera Mellado to the position of Advisory Director (PEVENT65/8908) in the Temporary Staff Unit, published in the Official Provincial Bulletin number 185, dated September 23, 2026.

On that same day, Resolution number 611 was issued, by which María de las Nieves García de Zúñiga Barberán was appointed as Administrative Assistant (PEVENT 64/321) assigned to the Vox Municipal Group, according to the Official Provincial Bulletin number 183, dated September 21, 2026. This position coincides with the one that became vacant following the dismissal of Eduardo Hermenegildo Sillero Pérez, agreed upon by Resolution number 588, dated August 27, 2026, effective at the end of the working day of that same date and published in the Official Provincial Bulletin number 170, dated September 2, 2026.

Impact

Each appointment of temporary staff modifies the structure of the municipal government’s advisors and its personnel costs, items that are financed from the ordinary budget of the Seville City Council. Publication in the official bulletin is the mechanism that provides publicity and a certain date to the designation, so that any citizen can verify the position, the assigned body, and the effective date of the post now occupied by Rafael Flores García.
