Seville allocates 2.98 million to the Habitat Plan for rental housing

The Seville City Council has definitively approved an extraordinary credit of 2,980,923.00 euros destined for the Municipal Rental Housing Stock Renovation Plan (Plan Hábitat Sevilla), which is owned by EMVISESA. The definitive approval was agreed upon by the Most Excellent Plenary Council in a session held on September 17, 2026, after dismissing the allegation presented against the initial agreement. The announcement is published in the Official Gazette of the Province of Seville No. 186, dated Thursday, September 24, 2026, pages 87 and 88, with official reference CVE: BOP-SE-2026-186026.

The operation stems from the plenary agreement of June 26, 2026 (File 25/2026 G.P), through which the budget modification was initially approved. The file is processed by the Procurement and Budget Management Service of the Urban Planning and Environment Management (GUMA) of the Seville City Council, the body that signs the announcement.

A capital transfer to renovate the public rental housing stock

The extraordinary credit is assigned to budget application 10000-15220-70000, charged to expenditure project 2026 2 PMS 5 1, and is fully financed through a reduction by annulment of credits of an identical amount in application 10000-15100-6810012, corresponding to expenditure project 2012 2 PERZD 1 1 (PMS Investments).

• Extraordinary credit: 2,980,923.00 euros, to the General Administration of the Local Entity.
• Financing: credit reduction of 2,980,923.00 euros in application 10000-15100-6810012.
• Destination: capital transfer to the Local Entity for the Municipal Rental Housing Stock Renovation Plan (Plan Hábitat Sevilla), owned by EMVISESA.
• Accounting effect: modification of the Investment Annex of the 2012 GUMA budget.

Allegation dismissed after the public exhibition process

Following the end of the fifteen business day public exhibition period opened for interested parties to file claims, one allegation against the initial approval agreement was submitted within the deadline. The allegation was reported as dismissible in accordance with the report issued by the Director of Administration and Economy of GUMA, and the Plenary agreed to its dismissal along with the definitive approval of the credit modification.

The announcement is signed by the Secretary of the Urban Planning and Environment Management, Antonio Díaz Arroyo, and by the Head of the Procurement and Budget Management Service, Francisco Rodríguez de Hinojosa Burillo, the latter by delegation of resolution no. 1636 of March 25, 2025. The electronic signature of the document is dated September 21, 2026.

Legal framework and appeal process

The approval is based on Article 179.4, in relation to Article 169.1, of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Decree 2/2004, of March 5. Against the agreement, and by virtue of Article 113 of Law 7/1985, interested parties may directly file a contentious-administrative appeal in the form and within the time limits established in Articles 25 to 43 of Law 29/1998, of July 13, regulating said jurisdiction.

The operation provides effective financing for the renovation of the municipal rental housing stock managed by EMVISESA, a stock that constitutes one of the main public instruments for access to housing in the city. The publication of the final approval closes the budgetary processing and enables the transfer of capital to the Local Entity, so that the residents and tenants of the municipal stock already have an approved economic framework for the rehabilitation actions planned in the Seville Habitat Plan.
