Seville calls for 300,000 euros to activate retail trade

The Seville City Council has published in the Official Gazette of the Province of Seville the public call for grants for the year 2026 aimed at Associations, Federations, and Confederations of Merchants, with the objective of activating the city’s retail trade. The call, which has a total budget of 300,000 euros, appears in issue number 164 of the gazette, dated Tuesday, August 25, 2026, on page 132.

The resolution, number 5538, was adopted on August 20, 2026, by the Deputy Mayor Delegated for Cartuja, Innovative Parks, Mobility, Economy, and Trade, Álvaro Jesús Pimentel Siles, by delegation of the Governing Board of the city of Seville via agreement dated October 4, 2024. The extract, identified by number 219578, is published in accordance with articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17, and its full text is available in the National Grants Database (BDNS, identifier 925922).

Purpose and beneficiaries

The purpose of these grants is to support merchant associative entities in carrying out projects that improve the competitiveness of small businesses against other formats and strengthen the dynamizing role of the local, zonal, or sectoral associative fabric. Associations, federations, and confederations of merchants that carry out their activity in the municipality of Seville and have the province as their scope of action may apply, provided they are not subject to the cases set out in sections 2 and 3 of article 13 of the LGS.

Entities must be formally and legally constituted and registered in the corresponding administrative registry, in any case, by the end of the application submission period. The regulatory bases are those of the General Ordinance approving the bases for grants awarded by the Seville City Council under a competitive bidding regime, dated June 16, 2005, published in the provincial gazette on July 14, 2005.

Amounts and budget distribution

The initial credit of 300,000 euros is distributed into two lines according to the profile of the beneficiary entity:

  • Line 1. Merchant associations: 150,000 euros.
  • Line 2. Merchant federations and confederations: 150,000 euros.

Credit not utilized in one of the lines will increase the amount of the other. The maximum amount per type of beneficiary is set at the following limits:

  • Merchant associations: 10,000 euros.
  • Merchant federations: 20,000 euros.
  • Merchant confederations: 30,000 euros.

Deadline and form of payment

The application period will be 15 business days, counted from the day following the publication of the summary in the Official Gazette of the Province of Seville, via transfer from the National Grants Database as the national advertising system. Regarding payment, and in accordance with the advance payment modality provided for in Article 18 of the Grant Regulations of the Seville City Council and in Article 34 of the LGS, the payment of 75% of the grant will be processed on the date of the award resolution, while the remaining 25% will be paid upon completion of the actions, subject to the justification of the entire subsidized project.

The call represents a new boost for small businesses in Seville, which will be able to strengthen their competitiveness against other commercial formats thanks to direct economic support for their associative fabric. With a balanced distribution between associations and second- and third-level entities, and an advance payment system that facilitates project liquidity, the measure seeks to consolidate the dynamizing role of local commerce in the city.
