Seville approves 4.99 million in extraordinary credits and opens period for objections

The Plenary of the Seville City Council, in a session held on September 17, 2026, initially approved the credit modification file 58/2026 of the municipal budget, which incorporates extraordinary credits amounting to 4,998,048.39 euros. The agreement is published in the Official Gazette of the Province of Seville number 183, dated September 21, 2026, with official reference BOP-SE-2026-183018, and opens a public exhibition period of fifteen business days.

The announcement is issued by the Department of Finance, Administration, and Digital Transformation of the Seville City Council, through the General Directorate of Finance and Budgetary Management and the Budgetary Management Service, located at calle Bilbao, 4. The file is processed in accordance with articles 177.2, 169.1, and 170 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The document is signed by Jorge Antonio Ramón Montoro, head of the Budgetary Analysis section, dated September 17, 2026.

Extraordinary credits and credit supplements

The initially approved modification combines two modalities. The extraordinary credits are concentrated entirely in chapter 7, capital transfers:

• Chapter 7, capital transfers: 4,998,048.39 euros.
• Total extraordinary credits: 4,998,048.39 euros.

To these are added the credit supplements, divided between current and capital expenditure:

• Chapter 4, current transfers: 3,876,000.00 euros.
• Chapter 7, capital transfers: 629,990.00 euros.
• Total credit supplements: 4,505,990.00 euros.

Financing in the statement of income

The file also details the origin of the funds used to finance the modifications, according to the statement of income:

• Chapter 8, financial assets: 4,505,990.00 euros.
• Chapter 9, financial liabilities: 4,998,048.39 euros.
• Total statement of income: 9,504,038.39 euros.

Public exhibition and submission of claims

The file will remain open to the public for fifteen business days starting from the day following the insertion of the announcement in the Official Gazette of the Province of Seville. Interested parties may examine it during registry hours, from 9:00 to 14:00, at the Budgetary Management Service, located at calle Bilbao, 4, second floor, and submit claims to the Plenary.

The file will be considered definitively approved if no claims are submitted during that period. Otherwise, the Plenary will have one month, starting from the day following the end of the public exhibition, to resolve them; claims will be understood as denied if they are not resolved during the act of definitive approval.

The publication of this procedure opens the final step before credit modification 58/2026 becomes definitive and mobilizes nearly 9.5 million euros between expenditures and revenues of the municipal budget. For residents and political groups, the fifteen-business-day period is the only formal window to challenge the allocation of 4,998,048.39 euros in capital transfers and 4,505,990.00 euros in credit supplements.
