Sevilla extends deadline for young creation contest after technical issue

Extension published in the Official Gazette of the province

The City Council of Seville has published in the Official Gazette of the province of Seville, number 159, corresponding to Tuesday, August 18, 2026, extract no. 219212 of the agreement of the Local Government Board approving a second extension of the deadline for submitting applications for the Twentieth Young Creation Competition, entitled “XX Crea SVQ Joven 26”. The resolution, signed on August 13, 2026, sets the final deadline as September 2, 2026, inclusive. The official reference of the document is CVE: BOP-SE-2026-159013, and the call for applications is recorded in the National Database of Subsidies under identifier BDNS 896715.

Background: two consecutive extensions

The original call for the competition was published in the “Official Gazette” of the province of Seville number 65, of April 7, 2026. In an initial agreement adopted by the Local Government Board on June 12, 2026, an extension of 42 calendar days had already been granted over the initial deadline, which was set until August 11, 2026. However, the persistence of the technical problems detected in the municipal electronic headquarters made it necessary to adopt a second extension. This time it is an urgent Resolution dated August 11, 2026, adding 22 more calendar days, extending the deadline until September 2, 2026.

Technical cause: an inoperative button since July 20

According to the official text, the incident that motivated the second extension consists of the lack of operability of the button or link called “Alta solicitud” on the municipal web portal of the call. The fault would have occurred approximately on July 20, 2026 and remained for a period of more than one month, despite the existence of alternative routes or links for submitting applications. The agreement acknowledges that “the continued presence of a defective direct access button to the application may have induced objective confusion and an undeniable deterrent effect on potential applicants,” which justifies the corrective action.

The extension is adopted under the following legal provisions:

  • Articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies Law, which regulate the publication and modification of subsidy calls.
  • Article 32 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, which supports the rectification of errors and the correction of situations affecting the rights of interested parties.

The agreement specifies that the validity and effectiveness of the remaining clauses and conditions established in the call published in April are maintained.

Signatory and responsible body

The document is signed in Seville on 13 August 2026 by Blanca Gastalver Molina, in her capacity as Deputy Mayor Delegate for Education, Youth, Municipal Buildings, Sport and Health Promotion of the Seville City Council. This council department is directly responsible for the management and promotion of the competition, aimed at young creators in the city in the field of arts and culture.

Impact for young creators

The extension provides an additional opportunity for all young people from Seville who may have seen their participation cut short due to a failure beyond their control. With the deadline extended to 2 September, those interested have sufficient time to prepare and submit their projects within the framework of the twentieth edition of a competition that has become a benchmark event for young artistic creation in the Sevillian capital.
