Seville opens 82,000 euro rental aid for returning young people

The Seville City Council has approved the regulatory bases for the public call for “Aid for young emigrant Sevillians who have returned to the municipality of Seville” for 2026, endowed with 82,000 euros intended to cover the costs of renting a home or room. The call is published in the Official Gazette of the Province of Seville number 172, dated Friday, September 4, 2026, through the extract of Urgent Resolution No. 5715 from the Deputy Mayor Delegated for Education, Youth, Municipal Buildings, Sport, and Health Promotion, dated September 1, 2026.

The measure, promoted through the Delegation’s Youth Service, is framed within a competitive bidding regime and is identified in the National Grants Database as BDNS (Identif.) 927589. The maximum aid per beneficiary is 2,400 euros, corresponding to full monthly rent payments paid between November 27, 2025, and the final day for submitting applications.

Amount and scoring criteria

The call is financed from budget item 01151 33403 48901 of the municipal expenditure budget for the 2026 fiscal year. Applications will be ranked from highest to lowest score based on the place of origin immediately prior to the last date of registration (empadronamiento) in Seville:

• Provinces of Huelva, Cádiz, Córdoba, or Badajoz: 2 points.
• Provinces of Málaga, Granada, Jaén, and Almería: 4 points.
• Another province of Spanish territory, Ceuta, Melilla, or Portugal: 6 points.
• Another European Union country other than Portugal: 8 points.
• Non-EU country: 10 points.

Additional points are added for personal and family circumstances:

• Large family (familia numerosa) general category: 1 additional point.
• Large family (familia numerosa) special category: 2 additional points.
• Degree of disability equal to or greater than 33%: 2 additional points.

Public draw and deadline

If the number of admitted applications exceeds the available amount, a public draw will be held among the applications with the same score that are in the final order, using the number assigned by the Youth Service as a reference. After the evaluation, the Assessment Commission will issue a report with the scores in descending order, the proposed amounts, and a reserve list of those who are not beneficiaries due to lack of budget availability.

The deadline for submitting applications will be 20 calendar days starting from the day following the publication of the bases in the Official Gazette of the Province of Seville. Payment will be made upon justification of the monthly payments through the documentation required in the bases.

Regulatory framework

The call for applications is governed by Law 38/2003, of November 17, General Law on Subsidies, its implementing Regulation approved by Royal Decree 887/2006, of July 21, and municipal regulations: the General Ordinance approving the Regulatory Bases for Subsidies granted by the Seville City Council and the Regulation of applicable procedures, both approved by the Plenary on June 16, 2005 (BOP no. 161, of July 14, 2005). The extract is signed in Seville on September 2, 2026, by the Deputy Mayor, Blanca Gastalver Molina.

The call represents direct support for hundreds of young Sevillians who, after emigrating, have decided to return to the municipality and face difficulties accessing rental housing. With a scoring system that prioritizes those returning from more distant destinations and large families, the Seville City Council seeks to facilitate the residential reintegration of this group in a context of rising prices.
