Sestaok 2027ko ordenantza fiskalak onartu ditu eta turismo zerga berria sortu du

The Sestao City Council modified the ordinances for taxes, fees, and public prices for 2027 during the meeting on September 29, and the decisions are available for public inspection after being published in the Official Gazette of Bizkaia. The announcement was published on October 2 in issue number 189, in section II, with the official reference BOB-2026a189-(II-5160). Interested parties have a period of 30 days to examine the file and submit claims.

The changes were processed through the procedure regulated by Article 16 of Foral Norm 9/2005, of December 16. This regulation establishes the public information period, and if no claims are submitted during this period, the council’s initial agreements are considered final. The announcement was signed by the fourth deputy mayor, David Sánchez Maroto, in Sestao on September 29, 2026. The Sestao City Council is within the local administration of the Historical Territory of Bizkaia, and the mayor is Gorka Álvarez Martínez.

Main taxes and municipal fees

The City Council modified three fiscal ordinances. The first includes the main municipal taxes:

  • Tax on Economic Activities (IAE).
  • Real Estate Tax (IBI).
  • Tax on Mechanical Traction Vehicles.

The second group regulates municipal fees and public services:

  • Cemetery fee.
  • Service fee for municipal multi-sports facilities.
  • Private use or special exploitation of local public property.
  • Removal of vehicles from public roads, their immobilization, and storage in municipal dependencies.
  • Civil wedding service fee.

The third ordinance regulates the public price paid for stays in the parking lots built under the Plaza del Kasko.

New tax on tourist stays

Additionally, the City Council approved a new fiscal ordinance: the one regulating the tax on tourist stays. This tax was created and regulated by Foral Norm 3/2026, of June 17, and several municipalities in Bizkaia have already approved their own ordinance, including the municipalities of Arakaldo and Ubide.

The foral regulation establishes a tax on stays made in tourist establishments, and each municipality specifies the quotas and exemptions in its own ordinance. Sestao has approved the new ordinance for the 2027 fiscal year.

Deadlines and procedure

  • Publication: Official Gazette of Bizkaia, issue number 189, October 2, 2026, section II.
  • Claim period: 30 days, starting from the day following the publication.
  • Result: if no claims are submitted within the period, the agreements will remain definitively approved.

During this period, interested parties may examine the municipal file and submit any claims they deem appropriate.

Residents and businesses in Sestao will notice changes in their 2027 payments: the quotas for main taxes, municipal fees, and the public price of parking spaces are being revised, and a new tax on tourist stays is being added for operators in the hospitality and accommodation sector. For the decisions to become final, however, the public exhibition period must close without claims, which gives citizens a period of about a month to make allegations.
