SESPA delegates the tender for a video-laparoscopy tower to Health Area II

The Management Directorate of the Health Service of the Principality of Asturias (SESPA) has delegated to the Management of Health Area II (Center-Southwest) the authority to act as the contracting body in the tender for the supply, installation, and commissioning of a videolaparoscopy tower intended for the Surgery and Gynecology Services of the Hospital Vital Álvarez Buylla. The decision is formalized through the Resolution of August 21, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) No. 167, of August 28, 2026, with code 2026-07126.

Surgical equipment with health impact

The videolaparoscopy tower is a piece of minimally invasive surgery equipment that allows laparoscopic interventions to be performed with high-definition vision, reducing the aggressiveness of procedures and patient recovery times. The tender budget amounts to 162,000.00 euros excluding VAT, with a 21% VAT of 34,020.00 euros, bringing the total amount to 196,020.00 euros. The expenditure will be charged to the budgetary application 97.01.700/G/412B/622000, and the contract execution period will be 30 days.

The delegation includes the initiation and processing of the file, the approval of the administrative and technical specifications, publication in the official gazettes, the authorization, allocation, and recognition of the expenditure obligation, as well as the signing of the contracts and their modifications.

Regulatory framework

The resolution is based on Article 128.2 of Law 7/2019, of March 29, on Health of the Principality of Asturias, which assigns the Management Directorate the status of contracting body of SESPA, and Article 9 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, which allows for the delegation of competencies between bodies of the same Administration. Likewise, Article 128.2.g of the aforementioned law, as amended by Law 8/2024, of December 27, enables the Management Directorate to authorize investment expenditures of up to 750,000 euros.

The delegation is also framed within Decree 86/2025, of June 23, which approves the Health Map of the Principality of Asturias, and Decree 123/2025, of December 11, which establishes the basic organic structure of the leadership and management bodies of the health service. The resolution, signed in Oviedo on August 21, 2026, by the Managing Director of SESPA, provides for its publication in the BOPA.
