SESPA announces, by free designation, the management position of Health Area III East

The Health Service of the Principality of Asturias (SESPA) has published the call to fill, through the free designation procedure, the position of Economic and Professional Management of the Area of Health Area III Oriente. The resolution, dated August 6, 2026 and signed by the Managing Director of SESPA, appears in the Official Gazette of the Principality of Asturias (BOPA) number 158, of August 17, 2026, with reference 2026-06832.

Regulatory framework and competences

The call is based on the health regulations currently in force in Asturias. Article 29.3 of Law 55/2003, of December 16, on the Framework Statute for statutory staff of health services, allows each health service to determine the positions filled by free designation. The Law of the Principality of Asturias 7/2019, of March 29, on Health, establishes in its article 101 that the selection of managerial staff of the public health system is governed by criteria of suitability, professional competence and experience.

Likewise, Additional provision two.2 of Decree 123/2025, of December 11, which defines the organizational structure of SESPA, attributes to the Minister of Health the power to appoint the holder of this position, at the proposal of the General Management of SESPA.

Requirements for applicants

The call establishes several mandatory requirements to participate in the process:

• Hold Spanish nationality or that of any Member State of the European Union, or of countries with international treaties that apply the free movement of workers.
• Hold a university degree corresponding to the professional classification group A: Subgroup A1, with adequate capacity to perform the position.
• Hold the status of statutory staff of health institutions of the National Health System, civil servant or labor personnel in the service of any Public Administration.
• Not have been separated from service through disciplinary proceedings in the six years prior to the call.
• Not be permanently disqualified from exercising public functions or from the corresponding profession.

Application procedure

Applications must be addressed to the holder of the General Management of SESPA and submitted to the registries of the managements, to the registry of the Central Services of SESPA, or in accordance with the provisions of article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The deadline for submitting applications is 20 business days from the day following the publication of the call in the BOPA.

Applicants must submit a professional curriculum vitae detailing academic degrees, healthcare management experience in executive positions, publications, courses, and presentations. The General Management Directorate may call personal interviews to assess candidates’ aptitudes.

Appointment and resources

The selected person will be appointed by the Minister of Health, at the proposal of the General Management Directorate of SESPA. The designated candidate may be removed at the discretion of the authority that agreed to their appointment. An appeal may be lodged against the resolution with the Ministry of Health within one month of its publication in the BOPA, in accordance with Article 134 of Law 7/2019, on Health of the Principality of Asturias.

The Health Area III East is one of the SESPA management areas covering the eastern region of Asturias, including areas such as Villaviciosa, Colunga, Piloña, and neighboring districts. This executive position is responsible for economic planning and management of professionals across the entire health area, making it a key piece in the functioning of the public health system in the region.
