Servicios Sociales eleva un 4% el coste diario de las plazas concertadas

The Social Services Management of Castilla y León has updated the maximum daily costs per place for concerted action in social service centers, with a general increase of 4% and 7% for psychogeriatric places for the elderly. The measure is published in the Official Gazette of Castilla y León (BOCYL) no. 191, dated October 1, 2026, through the Resolution of September 25, 2026 (reference BOCYL-D-01102026-191-22), and the percentages are applicable from July 1, 2026.

The resolution is issued under Article 7 of Decree 12/1997, of January 30, which regulates concerted action regarding the reservation and occupation of places in social service centers for the elderly and people with disabilities, and empowers the manager to set and update the maximum cost per occupied place per day according to the type of center, the characteristics of the user, and the type of stay.

The text updates the Resolution of February 27, 2025, published in the B.O.C. y L. no. 46, of March 7, 2025, which in turn modified the Resolution of June 25, 2024. The Management justifies the increase due to the rise in maintenance costs for concerted places, particularly fuels—both for internal consumption and transport to day centers—raw materials for menus, and staff salary costs, in order to guarantee the financial balance of current or future agreements.

A general increase of 4% and 7% in psychogeriatric places

The increase is 4% for places for the elderly and people with disabilities, except for elderly places of a psychogeriatric type, where it reaches 7%. Both percentages apply from July 1, 2026, inclusive.

The resolution takes effect from October 1, 2026, the date from which the new costs apply to agreements in force or formalized from then on. To finance the increases prior to that date, in November 2026, in addition to the October invoice, a second invoice will be issued for the amount of applying 4% to the invoiced cost of July, August, and September, and 7% in the case of psychogeriatric places.

New prices by type of place

Among the maximum costs set, excluding VAT and including VAT per day:

  • Valid/assisted residence: €71.44/day (€74.30 with VAT).
  • Psychogeriatric residence: €81.68/day (€84.95 with VAT).
  • Overnight stay: €70.48/day (€73.30 with VAT).
  • Assisted place for dependents: €36.56/day (€38.02 with VAT).
  • Psychogeriatric place for dependents: €37.61/day (€39.11 with VAT).
  • Stay in rural areas: €49.56/day (€51.54 with VAT).
  • Per-kilometer supplement for rural places: €52.16/day up to 20 km and €54.76/day up to 25 km.
  • Places for behavioral disorders: €165.92/day (€172.56 with VAT).

Temporary supplement for high-complexity cases

The resolution incorporates a new point B.5 for the disability sector: for already awarded places other than those for behavioral disorders, the stay settlement may be temporarily supplemented by an amount not exceeding €99/day, fixed individually according to the support plan, upon proposal by the Territorial Management and following an individual resolution by the Social Services Management.

These cases are defined by behaviors that exceed the management capacity of the context attending to the person and that, due to intensity, frequency, or duration, pose a serious risk to their integrity and that of those around them. The Contracting Service will carry out monitoring at intervals not exceeding six months, and payment requires the effective occupation of the place.

Point C is also modified for multi-service center places, which may be supplemented up to €99/day in complex cases of social priority, with the same requirement of effective occupation and incompatibility with other types of places.

Appeal and signature

Against the resolution, which does not end the administrative route, an appeal for reversal (recurso de alzada) may be filed within one month before the President of the Board of Directors of the Social Services Management, in accordance with article 121 of Law 39/2015, of October 1. The document was signed in Valladolid on September 25, 2026, by María Esperanza Vázquez Boyero, Vice-Counselor of Social Welfare, acting on behalf of the manager (Order SAN/590/2026, of June 25).

The update affects nursing homes and day centers for elderly people and people with disabilities throughout the community that maintain contracted places with the Management, and it takes retroactive effect from July, such that the centers will receive an extraordinary invoice in November for the quarter already provided.
