Servicios Sociales eleva los módulos de los centros de infancia hasta 2028

The Department of Social Services, Family and Childhood has approved the new amount of the economic modules per place and day paid to childhood and adolescence care centers with concerted action agreements. The measure is published via the Resolution of October 19, 2026, of the General Directorate for the Management of the Sociosanitary System and the Valencian Institute for Training, Research and Quality of Social Services, in the Official Gazette of the Generalitat Valenciana (DOGV) No. 10482, of October 29, 2026 (reference DOGV-C-2026-33824). The new module will be applied retroactively from January 1, 2026.

Regulatory Framework and Processing

The review is based on Law 3/2019, of February 18, on inclusive social services of the Comunitat Valenciana, and Decree 181/2017, of November 17, of the Consell, which develops concerted action and allows for the review of economic modules due to regulatory changes. The procedure began with the Resolution of September 7, 2026, of the general director, and between September 21 and 23, social initiative entities were notified of the opening of the hearing process.

No entity expressed disagreement with the increase in the module, but several alleged discrepancies in the number of places in the annex. The resolution corrects those differences without altering the notified amounts: for example, file IAAR/2022/84/03 (Antonio Moreno Foundation, Las Virtudes juvenile center) goes from 40 to 44 places, and IAAR/2022/60/03 (San José Obrero Diocesan Foundation, San José Obrero I residence) from 24 to 32.

Amounts by Typology and Financing

Annex I sets the daily module per place according to the typology and size of the center. Some of the approved values:

  • General care, 12-14 places: €193.23 per place and day.
  • General care, 24 places: €184.81.
  • Early childhood, 8 places: €261.12.
  • Behavioral problems, 16 places: €325.14.
  • Mental health, 12 places: €272.80.
  • Socio-educational residence (IARS), 60 places: €262.02.
  • Emancipation (IAHO), 4 places: €85.44; 6 places: €71.20.
  • Childhood and adolescence care day center (IACDIA), 24 places: €29.56.
  • Socio-labor insertion day center (CDISL), 24 places: €38.12.

Annex II details the updated financing per file, with a total increase of €266,605,047.50 distributed over three annual periods:

  • 2026 (January 1 to December 31): €107,012,530.36.
  • 2027 (January 1 to December 31): €106,436,412.04.
  • 2028 (January 1 to June 30): €53,156,105.10.

Affected Entities and Payment Schedule

The affected agreements are those extended by the Resolution of June 15, 2026, for the period from July 1, 2026, to June 30, 2028. The entities included in the annex include Asociación Somllar, Fundación Diagrama Intervención Psicosocial, Fisat Salesianos Social, Fundación Itaka Escolapios, Fundación Amigó, Fundación Antonio Moreno, Fundación Salud y Comunidad, Fundación Diocesana San José Obrero, Comunidad Luisa de Marillac de Valencia, and the Congregación Religiosas de Jesús-María.

Two centers are not continuing in the extension: IAAR/2022/26/46 (Fundación de la CV. Asociación protectora de los niños - Asilo del Niño Jesús) and IACDIA/2022/15/46 (Colectivo de Jóvenes de La Coma - Centro de Día Julia). For these, the new module applies from January 1 to June 30, 2026. Payment will be implemented through an addendum to the current agreement, and arrears will be paid before the end of the fiscal year, in accordance with article 27.1 of Decree 181/2017.

Impact for the sector

The update provides budgetary coverage through line S1185 “Concerted action: management of childhood and adolescence policies,” of subprogram 313I00 of Law 4/2026, of July 22, on the Generalitat budgets for 2026, although expenditure for 2027 and 2028 remains conditional on the credit of the budget laws in force in each fiscal year. The text also recalls that a contentious-administrative appeal may be filed against the resolution before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community within two months, or optionally a request for reversal within one month.

The increase comes at a time when the sector is dealing with successive expansions of places—including those derived from the migratory emergency of 2023 and 2024—and with the continuity of the social concert model as the primary means of providing social services in the Valencian Community.
