Serradilla aprueba 54.152 euros de remanente para cinco planes de empleo local

The Serradilla City Council has definitively approved credit modification no. 8/2026 of its current budget, in the form of a credit supplement financed by the liquid treasury surplus, for a total amount of 54,152 euros. The agreement, signed by the mayor, Francisco Javier Sánchez Vega, on October 21, 2026, is published in the Official Gazette of the Province of Cáceres no. 0206, corresponding to Tuesday, October 27, 2026, Section I – Local Administration, pages 24405 and 24406, with the official reference BOP-2026-5022. The funds are intended for hiring temporary contractual staff within the municipal local employment activation program.

From the Plenary to the gazette without objections

The file begins with an agreement from the Plenary of the Serradilla City Council adopted in an extraordinary session on September 18, 2026, which initially approved the credit supplement. That agreement was submitted for public information via an announcement published in the Official Gazette of the Province of Cáceres no. 0184, on September 25, 2026, with the reference BOP-2026-4469, in accordance with article 169.1 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

The public exhibition process lasted fifteen business days, between September 25 and October 19, 2026, both inclusive, and no claims were filed. Since there were no objections, the initial approval was elevated to definitive, and the council now publishes the file for general knowledge, by referral of article 179.4 of the same regulation. The announcement reminds that the modification is fully financed by the liquid treasury surplus.

Distribution of funds by job positions

The registration in expenditure applications details the destination of every euro, divided between temporary labor contracts and the employer’s contribution:

  • 241.131.09 – Temporary labor, local employment activation program, agricultural laborers: 20,000 euros.
  • 241.131.11 – Temporary labor, education technician: 1,000 euros.
  • 241.131.12 – Temporary labor, gravedigger: 9,000 euros.
  • 241.131.13 – Temporary labor, gardener: 6,000 euros.
  • 241.131.14 – Temporary labor, water service laborer: 4,000 euros.
  • 241.160.00 – Social security for decrees and employment plans: 14,152 euros.

The five temporary contracts total 40,000 euros; the remaining 14,152 euros cover the associated social security contributions. In the income section, the operation is balanced with application 870.00, treasury surplus for general expenses, for the identical amount of 54,152 euros.

Two months to appeal

The announcement incorporates the standard challenge regime for this type of budgetary agreement. An administrative appeal may be filed against the final approval before the Administrative Litigation Chamber of the High Court of Justice of Extremadura, based in Cáceres, within two months from the day following the publication of the announcement, pursuant to Article 46 of Law 29/1998, of July 13, regulating Administrative Litigation Jurisdiction.

The text further specifies, supported by Article 171.3 of the Recast Text of the Law Regulating Local Treasuries, that the filing of the appeal shall not, by itself, suspend the effectiveness of the challenged agreement. In this way, contracts may be executed while any eventual judicial challenge is resolved.

A town drawing on savings to provide jobs

The operation involves activating 54,152 euros of money already saved by the city council to create direct employment in a small municipality, with five very specific profiles: agricultural crews, the care of parks and gardens, the water service, the municipal gravedigger, and an education technician. The chosen formula, a credit supplement charged to the liquid treasury surplus, allows spending without increasing tax pressure or resorting to debt, but consumes reserves that are no longer available for other needs. For the residents of Serradilla, the practical consequence is the opening of temporary contracts within the town itself over the coming months.
